1995 (44 U.S.C. Chapter 35) requires
that the Office of Management and
Budget (OMB) provide interested
Federal agencies and the public an early
opportunity to comment on information
collection requests. OMB may amend or
waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The Acting
Director, Information Collection
Clearance Division, Regulatory
Information Management Services,
Office of Management, publishes that
notice containing proposed information
collection requests prior to submission
of these requests to OMB. Each
proposed information collection,
grouped by office, contains the

Abstract: Since 1989, the Private
School Universe Survey (PSS) provides
biennially an accurate and complete list
of all private schools in the U.S., along
with a variety of related data, including:
religious orientation; grade-levels taught
and size of school; length of school year
and of school day; total student
enrollment by gender (K–12); number of
high school graduates; whether a school
is single-sexed or coeducational;
number of teachers employed; program
emphasis; and existence and type of its
kindergarten program. PSS includes all
schools that are not supported primarily

by public funds, provide classroom
instruction for one or more of grades K–
12 or comparable ungraded levels, and
have one or more teachers. No
substantive changes have been made to
the survey or its procedures since its
