ACTION: Notice of public meeting.
SUMMARY: In accordance with the
Federal Land Policy and Management
Act (FLPMA) and the Federal Advisory
Committee Act of 1972 (FACA), the U.S.
Department of the Interior, Bureau of
Land Management (BLM) Northwest
Colorado Resource Advisory Council
(RAC) will meet as indicated below.
DATES: The Northwest Colorado RAC
will meet on:
1. May 13, 2010, 8 a.m. to 3 p.m.
2. August 19, 2010, 8 a.m. to 3 p.m.
3. December 2, 2010, 8 a.m. to 3 p.m.
Public comment periods regarding
matters on the agenda will be held at 10
a.m. and 2 p.m. each day.

Conservation Strategy, working group
reports, sub-committee updates,
recreation, fire management, land use

appropriate.
These meetings are open to the
public. The public may present written
comments to the RACs. Each formal
RAC meeting will also have time, as
identified above, allocated for hearing
public comments. Depending on the
number of persons wishing to comment
and time available, the time for
individual oral comments may be
limited. Subcommittees under this RAC
meet regarding the McInnis Canyon
National Conservation Area, Resource
Management Plan revisions for the
Glenwood Springs, Kremmling, and
Grand Junction field offices, and the
White River Field Office Resource
Management Plan Oil and Gas
Amendment. Subcommittees report to
the Northwest Colorado RAC at each
council meeting. Subcommittee
meetings are open to the public.

November 16, 2009, the Commission
established a schedule for the conduct
of this review (74 FR 62587, November
30, 2010).
Subsequently, counsel for domestic
interested party filed a request to appear
at the hearing or, in the alternative, for
consideration of cancellation of the
hearing. Counsel indicated a willingness
to submit written testimony and
responses to any questions by a date to
be specified by the Commission in lieu
of an actual hearing. To date, no other
party has filed a request to appear at the
hearing. Consequently, the public
hearing in connection with the review,
scheduled to begin at 9:30 a.m. on April
15, 2010, at the U.S. International Trade
Commission Building, is cancelled.
The Commission has determined to
accept the offer to submit written
testimony in lieu of an oral public
hearing presentation. Written testimony
shall be filed with the Commission by
the close of business on Thursday, April
15, 2010. The party is expected to
respond to the Commission’s written
questions in its post-hearing brief,
which is due to be filed on April 26,
2010. Additional changes to the
schedule are as follows: The final staff
report in the review will be placed in
the nonpublic record on May 10, 2010,
and a public version will be issued
thereafter; the Commission will make
available to parties all information on
which they have not had an opportunity
to comment on May 17, 2010; and
parties may submit final comments on
this information on or before May 19,
2010.
