II. Background
To help us carry out our conservation
responsibilities for affected species, the
Endangered Species Act of 1973, section
10(a)(1)(A), as amended (16 U.S.C. 1531
et seq.), and our regulations in the Code
of Federal Regulations (CFR) at 50 CFR
17 require that we invite public
comment before final action on these
permit applications.
III. Permit Applications
Applicant: Jean Dubach, Ph.D., Wildlife
Genetics Lab, Loyola University
Medical Center, Maywood, IL; PRT06638A
The applicant requests a permit to
import biological specimens from up to
4 captive held Sumatran orangutans
(Pongo abelii) from the Toronto Zoo,
Ontario, Canada, for the purpose of
enhancement of the survival of the
species.

obtained from six wild females for the

(Damaliscus pygargus pygargus) culled
from a captive herd maintained under
the management program of the
Republic of South Africa, for the
purpose of enhancement of the survival
of the species.
The applicant requests a permit to
export leaf cuttings from Jesup’s milkvetch (Astragalus robbinsii var. jesupi)
to the Canadian Museum of Nature,
Ottawa, Ontario, Canada for the purpose
of enhancement of the species through
scientific research. This notification
covers activities conducted by the
applicant for a 5–year period.

determination to conduct a full five-year
review concerning the antidumping
duty order on barium chloride from
China.
SUMMARY: The Commission hereby gives
notice that it will proceed with a full
review pursuant to section 751(c)(5) of
the Tariff Act of 1930 (19 U.S.C.
1675(c)(5)) to determine whether
revocation of the antidumping duty
order on barium chloride from China
would be likely to lead to continuation
or recurrence of material injury within
a reasonably foreseeable time. A
schedule for the review will be
established and announced at a later
date. For further information concerning
the conduct of this review and rules of
general application, consult the
Commission’s Rules of Practice and
Procedure, part 201, subparts A through
E (19 CFR part 201), and part 207,
