Following are the changes to Form ED–840P: (1) Item 1 has been revised so that a firm’s congressional district may be recorded. This will allow EDA to comply with the statutory requirement to report the number of petitions and certifications by congressional district. (2) Item 6 has been revised so that petitioners may clarify whether they are using decline in net sales or net production to qualify. This will allow a more accurate calculation of a firm’s productivity measure, which EDA is calculating as net sales per employee. EDA is required to report on a firm’s productivity at time of certification, upon completion of the program, and each year for the two years thereafter. (3) The eligibility criteria have been revised to allow for a 24 or 36-month look-back period. Item 6 of Form ED– 840P has been revised so that petitioners can clearly indicate their look-back period. (4) As recommended by the TAACs, Item 12 has been revised to allow the respective TAAC Director to sign certifying the accuracy and completeness of the petition information. IV. Request for Comments Comments are invited on: (1) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (2) the accuracy of the agency’s estimate of the burden (including hours and cost) of the proposed collection of information; (3) ways to enhance the quality, utility, and clarity of the information to be collected; and (4) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology. The Department requires additional time to review and analyze the respondent’s sales and cost information and to issue supplemental questionnaires. Thus, we have determined that it is not practicable to complete this review within the previously established time limit (i.e., by January 31, 2010). Therefore, the Department is extending the time limit for completion of these preliminary results by 120 days to no later than May 31, 2010, in accordance with section 751(a)(3)(A) of the Act. Supplementary Information

    On June 24, 2009, the Department published a notice of initiation 
of an administrative review of the antidumping duty order on certain 
polyester staple fiber (``PSF'') from the Republic of Korea 
(``Korea''), covering the period May 1, 2008, through April 30, 2009. 
See Initiation of Antidumping and Countervailing Duty Administrative 
Reviews and Requests for Revocation in Part, 74 FR 30052 (June 24, 
2009). The preliminary results for this review are currently due no 
later than January 31, 2010.

Extension of Time Limits for Preliminary Results

    Section 751(a)(3)(A) of the Tariff Act of 1930, as amended (``the 
Act''), requires the Department of Commerce (``Department'') to issue 
the preliminary results of an administrative review within 245 days 
after the last day of the anniversary month of an order for which a 
review is requested and the final results within 120 days after the 
date on which the preliminary results are published. If it is not 
practicable to complete the review within the time period, section 
751(a)(3)(A) of the Act allows the Department to extend the deadline 
for the preliminary results to a maximum of 365 days.
    The Department requires additional time to review and analyze the 
respondent's sales and cost information and to issue supplemental
