AGENCY: Maritime Administration,
Department of Transportation.
ACTION: Invitation for public comments
on a requested administrative waiver of
the Coastwise Trade Laws for the vessel
PINTA IV.
SUMMARY: As authorized by 46 U.S.C.
12121, the Secretary of Transportation,
as represented by the Maritime
Administration (MARAD), is authorized
to grant waivers of the U.S.-build
requirement of the coastwise laws under
certain circumstances. A request for
such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below. The complete application
is given in DOT docket MARAD–2009–
0057 at https://www.regulations.gov.
Interested parties may comment on the
effect this action may have on U.S.
vessel builders or businesses in the U.S.
that use U.S.-flag vessels. If MARAD
determines, in accordance with 46
U.S.C. 12121 and MARAD’s regulations
at 46 CFR part 388 (68 FR 23084; April
30, 2003), that the issuance of the
waiver will have an unduly adverse
effect on a U.S.-vessel builder or a
business that uses U.S.-flag vessels in
that business, a waiver will not be
granted. Comments should refer to the
docket number of this notice and the
vessel name in order for MARAD to
properly consider the comments.
Comments should also state the
commenter’s interest in the waiver
application, and address the waiver
criteria given in 388.4 of MARAD’s
regulations at 46 CFR part 388.

AGENCY: Office of the Comptroller of the
Currency, Treasury.
ACTION: Notice and request for comment.
SUMMARY: The OCC, as part of its
continuing effort to reduce paperwork
and respondent burden, invites the
general public and other Federal
agencies to take this opportunity to
comment on a continuing information
collection, as required by the Paperwork
Reduction Act of 1995. An agency may
not conduct or sponsor, and a
respondent is not required to respond
to, an information collection unless it
displays a currently valid OMB control
number. The OCC is soliciting comment
concerning its information collection
titled, ‘‘International Regulation—Part
28.’’ The OCC also gives notice that it
has sent the information collection to
the Office of Management and Budget
(OMB) for review.

12 CFR 28.3 Filing Requirements for
Foreign Operations of a National
Bank—Notice Requirement
A national bank shall notify the OCC
when it:
• Files an application, notice, or
report with the FRB to establish or open
a foreign branch, or acquire or divest of
an interest in, or close, an Edge
corporation, Agreement corporation,
foreign bank, or other foreign
organization.
• Opens a foreign branch, and no
application or notice is required by the
FRB for such transaction.
In practice, the OCC has also required
an application pursuant to § 28.3(c)
from a national bank to join a foreign
exchange, clearinghouse, or similar type
of organization. In lieu of a notice, the
OCC may accept a copy of an
application, notice, or report submitted
to another Federal agency that covers
the proposed action and contains
substantially the same information
required by the OCC. A national bank
shall furnish the OCC with any
additional information the OCC may
require in connection with the national
bank’s foreign operations.

designate one Federal branch or agency
office in the United States to maintain
consolidated information so that the
OCC can monitor compliance.
