SUPPLEMENTARY INFORMATION:
I. Background: The ETA 203,
Characteristics of the Insured
Unemployed, is a once a month
snapshot of the demographic
composition of the claimant population.
It is based on those who file a claim in
the week containing the 19th of the
month which reflects unemployment
during the week containing the 12th.
This corresponds with the BLS total
unemployment sample week. This
report serves a variety of socioeconomic needs because it provides
aggregate data reflecting unemployment
insurance claimants’ sex, race/ethnic
group, age, industry, and occupation.
II. Desired Focus of Comments:
Currently, the Employment and
Training Administration is soliciting
comments concerning the proposed
extension without change of the ETA
203, Characteristics of the Insured
Unemployed. Comments are requested
to:
• Evaluate whether the proposed
collection of information is necessary to
assess performance of the nonmonetary
determination function, including
whether the information will have
practical utility;
• Evaluate the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
• Enhance the quality, utility, and
clarity of the information to be
collected; and
• Minimize the burden of the
collection of information on those who
are to respond, including the use of
appropriate automated, electronic,
mechanical, or other technological
collection techniques or other forms of
information technology, e.g., permitting
electronic submissions of responses.

II. The Year 2008 Form M–1
This document announces the
availability of the Year 2008 Form M–
1, Annual Report for Multiple Employer
Welfare Arrangements (MEWAs) and
Certain Entities Claiming Exception
(ECEs). This year’s Form M–1 is
substantively identical to the Year 2007
Form M–1. The electronic filing option
has been retained and filers are
encouraged to use this method. The
Year 2008 Form M–1 is due March 2,
2009, with an extension until May 1,
2009 available.
The Employee Benefits Security
Administration (EBSA) is committed to
working together with administrators to
help them comply with this filing
requirement. Copies of the Form M–1
are available on the Internet at https://
