    In accordance with Section 223 of the Trade Act of 1974 (19 U.S.C.

Department of Labor issued a Certification of Eligibility to Apply for 
Worker Adjustment Assistance and Alternative Trade Adjustment 
Assistance on August 20, 2008, applicable to workers of Robert Bosch 
Tool Corporation, including on-site leased workers of Bartlett Business 
Services, Lincolnton, North Carolina. The notice was published in the 
Federal Register on September 3, 2008 (73 FR 51529).
    At the request of the State agency, the Department reviewed the 
certification for workers of the subject firm. The workers are engaged 
in the production of hand tools.
    New information shows that leased workers of Salem Tools were 
employed on-site at the Cleveland, Ohio location of Robert Bosch Tool 
Corporation. The Department has determined that this worker was 
sufficiently under the control of the subject firm.
    Based on these findings, the Department is amending this 
certification to include a leased worker of Salem Tools working on-site 
at the Lincolnton, North Carolina location of the subject firm.
    The intent of the Department's certification is to include all 
workers employed at Robert Bosch Tool Corporation who were adversely
