SUMMARY: We preliminarily determine
that certain steel threaded rod (‘‘CSTR’’)
from the People’s Republic of China
(‘‘PRC’’) is being, or is likely to be, sold
in the United States at less than fair
value (‘‘LTFV’’), as provided in section
733 of the Tariff Act of 1930, as
amended (‘‘the Act’’). The estimated
margins of sales at LTFV are shown in
the ‘‘Preliminary Determination’’
section of this notice. Interested parties
are invited to comment on this
preliminary determination.

Ecuador, India, Thailand, the People's Republic of China (PRC) and the
Socialist Republic of Vietnam (Vietnam), covering the period February
1, 2007, through January 31, 2008. See Certain Frozen Warmwater Shrimp

Extension of Time Limit of Preliminary Results
Section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the
Act), requires the Department to make a preliminary determination in an
administrative review within 245 days after the last day of the
anniversary month of an order or finding for which a review is
requested. Consistent with section 751(a)(3)(A) of the Act, the
Department may extend the 245-day period to 365 days if it is not
practicable to complete the review within a 245-day period. The
deadline for the preliminary results of these reviews is currently
October 31, 2008.
