ACTION:
The Bureau of Land
Management (BLM) is announcing an
extension of the comment period on the
East Lynn Lake Coal Lease Draft Land
Use Analysis and Draft Environmental
Impact Statement (DLUA/DEIS) to
analyze the potential impacts of two
Federal Coal Lease By Applications,
WVES–50556 and WVES–50560,
totaling 13,089.55 acres at the U.S.
Army Corps of Engineers’ East Lynn
Lake Project in Wayne County, West
Virginia, and by this notice is
announcing the extension of the
comment period. The original notice
published in the Federal Register on
June 27, 2008 [73 FR 125] provided for
a comment period to end on September
24, 2008. An amended notice published
on July 3, 2008 [73 FR 129] provided a
correction to the project’s state location
from Virginia to West Virginia.
DATES: The BLM is extending the
comment period for 45 days ending on
November 10, 2008.

AGENCY:
SUMMARY: Notice is hereby given that
after consultation with the General
Services Administration, it has been
determined that the renewal of an
advisory committee on Job Corps is
necessary and in the public interest.
Accordingly, the U.S. Department of
Labor, Office of Job Corps has renewed
the Advisory Committee on Job Corps
charter with several minor revisions.
The revisions are not intended to
change the purpose or the Committee’s
original intent.
SUPPLEMENTARY INFORMATION:
Background
The Current Advisory Committee on
Job Corps charter expires September 7,
2008. These proposed revisions were
not intended to change the purpose or
the Committee’s original intent. The
revisions were intended to update and
align with Job Corps vision for the 21st
century.
The revisions are found in the
following two sections of the Charter: A
Description of the Duties for Which the
Committee is Responsible and
Termination Date.
Summary of Revisions
• A description of the duties for
which the Committee is responsible
were slightly modified to reflect an
addendum report.
• The termination date was extended
to provide sufficient time for Committee
activities and evaluations necessary to
obtain results needed in advising and
making recommendations to the
Secretary.
The Advisory Committee on Job Corps
provides advice and recommendations
to the Secretary of Labor pertaining to
the review, development, and
implementation of policies, legislation,
and regulations affecting Job Corps. It
serves to broadly evaluate Job Corps
program characteristics, including its
purpose, goals, and effectiveness,
efficiency, and performance measures in
order to address the critical issues
facing the provision of job training and
education to the youth population that
it serves, particularly as related to
creating a pipeline of young workers for
a demand-driven workforce.

The Committee is composed of 16
individuals appointed by the Secretary.
The membership of the Committee shall
include equal representation of
employers, education community, labor
organizations, and the public/private
sectors. The Secretary shall appoint one
of the members as Chairperson to the
Committee. A representative of the U.S.
Department of Education, U.S.
Department of Health and Human
Services and the U.S. Department of
Justice shall be invited to serve as nonvoting members to the Committee exofficio. The Deputy Secretaries of Labor,
Agriculture, and Interior shall be nonvoting members to the Committee exofficio. The National Director, Office of
Job Corps, Office of the Secretary
(OSEC), shall be the designated Federal
official to the Committee.
Terms of members shall be 2 years, as
designated by the Secretary, and all
Committee members shall serve at the
pleasure of the Secretary. Appointments
to vacancies occurring during the terms
of such appointments shall be for the
unexpired portions of the terms.

I. Background
Pursuant to section 189a. (2) of the
Atomic Energy Act of 1954, as amended
(the Act), the U.S. Nuclear Regulatory
Commission (the Commission or NRC
staff) is publishing this regular biweekly
notice. The Act requires the
Commission publish notice of any
amendments issued, or proposed to be
issued and grants the Commission the
authority to issue and make
immediately effective any amendment
to an operating license upon a
determination by the Commission that
such amendment involves no significant
hazards consideration, notwithstanding
the pendency before the Commission of
a request for a hearing from any person.
This biweekly notice includes all
notices of amendments issued, or
proposed to be issued from August 14,
2008, to August 27, 2008. The last
