The purpose of the study is to obtain information useful for the management and improvement of the RLIS program. In particular, the study will obtain information that will be used for preparing the Biennial Report to Congress on the RLIS program (mandated by Section 6224(c) of Title VI, Part B of the Elementary and Secondary Education Act), providing information for the next Office of Management and Budget (OMB) Program Assessment Rating Tool (PART), and providing context and greater depth of understanding when reporting on Government Performance and Results Act (GPRA) measures.
