SUPPLEMENTARY INFORMATION:
Background
On May 25, 2007, the Department of
Commerce (‘‘Department’’) published a
notice of initiation of administrative
review of the antidumping duty order
on polyethylene retail carrier bags from
the Peoples’ Republic of China (‘‘PRC’’).
See Initiation of Antidumping and
Countervailing Duty Administrative
Reviews and Request for Revocation in
Part, 72 FR 54428 (September 25, 2007).
The period of review is August 1, 2006,
through July 31, 2007. The preliminary
results of this administrative review are
currently due no later than May 2, 2008.
Extension of Time Limit for Preliminary
Results
Pursuant to section 751(a)(3)(A) of the
Tariff Act of 1930, as amended (‘‘Act’’),
the Department shall make a
preliminary determination in an
administrative review of an
antidumping duty order within 245
days after the last day of the anniversary
month of the date of publication of the
order. Section 751(a)(3)(A) of the Act
further provides, however, that the
Department may extend the 245-day
period to 365 days if it determines it is
not practicable to complete the review
within the foregoing time period. The
Department determines that it is not
practicable to complete this
administrative review within the time
limits mandated by section 751(a)(3)(A)
of the Act because this review involves
examining a number of complex issues
related to the factors of production and
surrogate values. The Department
requires additional time to issue and
analyze supplemental questionnaires
regarding these issues. Therefore, in
accordance with section 751(a)(3)(A) of
the Act, the Department is extending the
time period for completing the
preliminary results of this
administrative review until August 30,
2008, which is 365 days from the last
day of the anniversary month of the date
of publication of the order. However,
August 30, 2008, falls on a Saturday and
September 1, 2008, is a federal holiday.
It is the Department’s long–standing
practice to issue a determination the
next business day when the statutory
deadline falls on a weekend, federal
holiday, or any other day when the
Department is closed. See Notice of

Business Day’’ Rule for Administrative

be 120 days after the publication of the
preliminary results.
This extension notice is issued and

SUPPLEMENTARY INFORMATION:
Background
On May 25, 2007, the Department of Commerce (``Department'')
published a notice of initiation of administrative review of the
antidumping duty order on polyethylene retail carrier bags from the
Peoples' Republic of China (``PRC''). See Initiation of Antidumping and
Countervailing Duty Administrative Reviews and Request for Revocation
in Part, 72 FR 54428 (September 25, 2007). The period of review is
August 1, 2006, through July 31, 2007. The preliminary results of this
administrative review are currently due no later than May 2, 2008.
Extension of Time Limit for Preliminary Results
Pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as
amended (``Act''), the Department shall make a preliminary
determination in an administrative review of an antidumping duty order
within 245 days after the last day of the anniversary month of the date
of publication of the order. Section 751(a)(3)(A) of the Act further
provides, however, that the Department may extend the 245-day period to
365 days if it determines it is not practicable to complete the review

1930, As Amended, 70 FR 24533 (May 10, 2005). Accordingly, the deadline
for completion of the preliminary results is now no later than
September 2, 2008. The deadline for the final results of the review
continues to be 120 days after the publication of the preliminary
results.
This extension notice is issued and published in accordance with
sections 751(a)(3)(A) and 777(i) of the Act.
