The Department specifically requests
comments on (a) Whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information shall have

agency’s estimate of the burden of the
proposed collection of information; (c)
the quality, utility, and clarity of the
information to be collected; and (d)
ways to minimize the burden of the
collection of information on
respondents, including through the use
of automated collection techniques or
other forms of information technology.
Consideration will be given to
comments and suggestions submitted
within 60 days of this publication.

Description: The Administration for
Children and Families (ACF), U.S.
Department of Health and Human
Services (HHS), is proposing a data
collection activity as part of the
Exploration of Low-Income Couples’
Decision Making (CDM) Processes
study. This project will gather important
information that will be useful for
improving social services delivery
approaches for working with
individuals in couple relationships. The
proposed collection will consist of a
telephone survey and in-home
observation of low-income couples.
These data collection efforts will
examine sources of conflict and assess
decision-making processes among lowincome couples—especially in relation
to issues directly addressed by social
service programs (e.g., employment,
housing, etc.)
Respondents: Low-income couples.
