4. Performance Measures: Under the
Government Performance and Results
Act of 1993 (GPRA), the Secretary has
established the following five (5)
measures for evaluating the overall
effectiveness of the Early Reading First
program: (1) The cost per preschoolaged child participating in Early
Reading First programs who achieves a
significant gain in oral language skills as
measured by the Peabody Picture
Vocabulary Test-III, Receptive (PPVT–
III, Receptive); (2) the percentage of
preschool-aged children participating in
Early Reading First programs who
demonstrate age-appropriate oral
language skills as measured by the
Peabody Picture Vocabulary Test,
Receptive (PPVT–III, Receptive); (3) the
average number of letters Early Reading
First preschool-aged children are able to
identify as measured by the PALS PreK Upper Case Alphabet Knowledge
subtask; (4) the percentage of preschoolaged children participating in Early
Reading First programs who achieve
significant gains in oral language skills
as measured by the Peabody Picture
Vocabulary Test, Receptive (PPVT–III,
Receptive); and (5) the Early Reading
First teachers’ average score on the
Literacy Environment Checklist on the
Early Language and Literacy Classroom
Observation (ELLCO) Toolkit after each
year of implementation.
All grantees must provide information
on these performance measures in the
annual performance report referred to in
section VI.3. of this notice.

upcoming open meeting of the National
Board for Education Sciences. The

the committee. Notice of this meeting is

Federal Advisory Committee Act and is
intended to notify the public of their
opportunity to attend.

The
National Board for Education Sciences
is authorized by section 116 of the
Education Sciences Reform Act of 2002.
The Board advises the Director of the
Institute of Education Sciences (IES) on
the establishment of activities to be
supported by the Institute, on the
funding for applications for grants,
contracts, and cooperative agreements
for research after the completion of peer
review, and reviews and evaluates the
work of the Institute.
On January 24, from 9 a.m. to 11:45
a.m., the Board will receive reports from
the Director of IES and the
commissioners of the IES centers on
projects underway since October 2007.
From 1 p.m. to 1:30 p.m., the Board will
review and discuss its ongoing
evaluation of IES, after which the
Board’s Communication and Legislation
committees will give their respective
reports. Following a summary and
review of next steps, the meeting will
adjourn at 5:30 p.m.
A final agenda will be available from
Norma Garza (see contact information
above) on January 14. Individuals who
will need accommodations for a
disability in order to attend the meeting
(e.g., interpreting devices, assistance
listening devices, or materials in
alternative format) should notify Norma
Garza no later than January 12. We will
attempt to meet requests for
