By Notice dated July 31, 2007 and
published in the Federal Register on
August 9, 2007, (72 FR 44859–44860),
Aptuit (Allendale), Inc., 75 Commerce
Drive, Allendale, New Jersey 07401,
made application by renewal to the
Drug Enforcement Administration
(DEA) to be registered as an importer of
Noroxymorphone (9668), a basic class of
controlled substance listed in schedule
II.
The company plans to import the
basic class of controlled substance for
clinical trials and research.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and 952(a)
and determined that the registration of
Aptuit (Allendale), Inc. to import the
basic class of controlled substance is
consistent with the public interest and
with United States obligations under
international treaties, conventions, or
protocols in effect on May 1, 1971, at
this time. DEA has investigated Aptuit
(Allendale), Inc. to ensure that the
company’s registration is consistent
with the public interest. The
investigation has included inspection
and testing of the company’s physical
security systems, verification of the
company’s compliance with state and
local laws, and a review of the
company’s background and history.
Therefore, pursuant to 21 U.S.C. 952(a)
and § 958(a), and in accordance with 21
CFR 1301.34, the above named company
is granted registration as an importer of
the basic class of controlled substance
listed.

By application dated November 8,
2007, Carpenters Industrial Council,
United Brotherhood of Carpenters and
Joiners of America requested
administrative reconsideration of the
Department of Labor’s Notice of
Negative Determination Regarding
Eligibility to Apply for Worker
Adjustment Assistance, applicable to
workers and former workers of the
subject firm. The denial notice was
signed on October 17, 2007 and
published in the Federal Register on
October 31, 2007 (72 FR 61685).
The initial investigation resulted in a
negative determination based on the
finding that imports of kitchen cabinet
parts did not contribute importantly to
worker separations at the subject firm
and no shift of production to a foreign
source occurred.
In the request for reconsideration, the
petitioner provided additional
information concerning the
interpretation of facts of the
investigation.
The Department has carefully
reviewed the request for reconsideration
and the existing record and therefore the
Department will conduct further
investigation to determine if the workers
meet the eligibility requirements of the
Trade Act of 1974.
Conclusion
After careful review of the
application, I conclude that the claim is
of sufficient weight to justify
reconsideration of the Department of
Labor’s prior decision. The application
is, therefore, granted.

on the Department’s findings that,
during the relevant period, the subject
firm did not separate or threaten to
separate a significant number or
proportion of workers as required by
Section 222 of the Trade Act of 1974.
The petition stated that two workers
were separated and the company official
stated in the initial investigation that
the company consisted of fewer than 50
workers.
In the request for reconsideration, a
worker alleged that three workers were
separated from the subject firm during
the relevant period.
The Department has carefully
reviewed the worker’s request for
reconsideration and has determined that
the Department will conduct further
investigation.
Conclusion
After careful review of the
application, I conclude that the claim is
of sufficient weight to justify
reconsideration of the U.S. Department
of Labor’s prior decision. The
application is, therefore, granted.
