AGENCY:
SUMMARY: As authorized by Public Law
105–383 and Public Law 107–295, the
Secretary of Transportation, as
represented by the Maritime
Administration (MARAD), is authorized
to grant waivers of the U.S.-build
requirement of the coastwise laws under
certain circumstances. A request for
such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below. The complete application
is given in DOT docket MARAD–2007–
0017 at https://www.regulations.gov.
Interested parties may comment on the
effect this action may have on U.S.
vessel builders or businesses in the U.S.
that use U.S.-flag vessels. If MARAD
determines, in accordance with Public
Law 105–383 and MARAD’s regulations
at 46 CFR part 388 (68 FR 23084; April
30, 2003), that the issuance of the
waiver will have an unduly adverse
effect on a U.S.-vessel builder or a
business that uses U.S.-flag vessels in
that business, a waiver will not be
granted. Comments should refer to the
docket number of this notice and the
vessel name in order for MARAD to
properly consider the comments.
Comments should also state the
commenter’s interest in the waiver
application, and address the waiver
criteria given in § 388.4 of MARAD’s
regulations at 46 CFR part 388.
DATES: Submit comments on or before
January 3, 2008.

SUMMARY: NHTSA announces a meeting
of the Federal Interagency Committee on
Emergency Medical Services (FICEMS)
to be held in Washington, DC. This
notice announces the date, time and
location of the meeting, which will be
open to the public.
DATES: The meeting will be held on
December 18, 2007, from 1 p.m. to 3
p.m.

10202 of the Safe, Accountable,
Flexible, Efficient Transportation Equity
Act: A Legacy For Users (SAFETEA–
LU), Pub. L. 109–59, provided that the
FICEMS consist of several officials from
Federal agencies as well as a State
emergency medical services director
appointed by the Secretary of
Transportation. SAFETEA–LU directed
the Administrator of NHTSA, in
cooperation with the Administrator of
the Health Resources and Services
Administration of the Department of
Health and Human Services and the
Director of the Preparedness Division,
Directorate of Emergency Preparedness
and Response of the Department of
Homeland Security, to provide
administrative support to the
Interagency Committee, including
scheduling meetings, setting agendas,
keeping minutes and records, and
producing reports.
This meeting of the FICEMS will
focus on addressing the requirements of
SAFETEA–LU and the opportunities for
collaboration among the key Federal
agencies involved in emergency medical
services. The agenda will include:
• Consideration of the FICEMS
Technical Working Group report and
recommendations.
• Evidence-based Practice Guidelines.
• National EMS Assessment.
This meeting will be open to the
public. Individuals wishing to register
must provide their name, affiliation,
phone number, and e-mail address to

at (202) 366–9966 no later than
December 12, 2007. Pre-registration is
necessary to comply with security
procedures. Picture I.D. must also be
provided to enter the DOT Building and
it is suggested that visitors arrive 30
minutes early in order to facilitate entry.
The Visitor entrance is on the New
Jersey Avenue side of the building.

be available to the public online through
the DOT Document Management System
(DMS) at: https://dms.dot.gov under the
docket number listed at the beginning of
