Public Comment
Pursuant to 19 CFR 351.224(b), the
Department will disclose to parties to
the proceeding any calculations
performed in connection with these
preliminary results within five days
after the date of the public
announcement of this notice. Pursuant
to 19 CFR 351.309(b)(1), interested
parties may submit written arguments in
response to these preliminary results.
Unless otherwise indicated by the
Department, case briefs must be
submitted within 30 days after the date
of publication of this notice, and
rebuttal briefs, limited to arguments
raised in case briefs, must be submitted
no later than five days after the time
limit for filing case briefs. See 19 CFR
351.309(c)(1)(ii). Parties who submit
written arguments in this proceeding are
requested to submit with the written
argument: (1) a statement of the issue,
and (2) a brief summary of the
argument. Parties submitting case and/
or rebuttal briefs are requested to
provide the Department copies of the
public version on disk. Case and
rebuttal briefs must be served on
interested parties in accordance with 19
CFR 351.303(f). Also, pursuant to 19
CFR 351.310, within 30 days of the date
of publication of this notice, interested
parties may request a public hearing on
arguments to be raised in the case and
rebuttal briefs. Unless the Secretary
specifies otherwise, the hearing, if
requested, will be held two days after
the date for submission of rebuttal
briefs.
Representatives of parties to the
proceeding may request disclosure of
proprietary information under
administrative protective order no later
than 10 days after the representative’s
client or employer becomes a party to
the proceeding, but in no event later
than the date the case briefs, under 19
CFR 351.309(c)(1)(ii), are due. The
Department will publish the final
results of this administrative review,
including the results of its analysis of
arguments made in any case or rebuttal
briefs.
This administrative review is issued
and published in accordance with
sections 751(a)(1) and 777(i)(1) of the
Act.

Pursuant to the Federal
Advisory Committee Act, 5 U.S.C. app.
2, notice is hereby given that there will
be a meeting of the Board of Overseers
of the Malcolm Baldrige National
Quality Award on December 4, 2007.
The Board of Overseers is composed of
eleven members prominent in the fields
of quality and performance management
and appointed by the Secretary of
Commerce, assembled to advise the
Secretary of Commerce on the conduct
of the Baldrige Award. The purpose of
this meeting is to discuss and review
information received from the National
Institute of Standards and Technology
and from the Chair of the Judges Panel
of the Malcolm Baldrige National
Quality Award. The agenda will
include: Report from the Judges’ Panel,
Baldrige Program Update, Potential
Program Changes, Baldrige Program
Education and Outreach, Overseers Role
in Raising Awareness of the Baldrige
Program, and Recommendations for the
NIST Director.
SUMMARY:
The meeting will convene
December 4, 2007, at 8:30 a.m. and
adjourn at 3 p.m. on December 4, 2007.

the National Institute of Standards and
Technology, Administration Building,
Lecture Room A, Gaithersburg,
Maryland 20899. All visitors to the
National Institute of Standards and

SUPPLEMENTARY INFORMATION: The Gulf
of Mexico Fishery Management Council
(Council) is preparing an amendment
which will require persons to obtain a
permit from NMFS to participate in
aquaculture by constructing an
aquaculture facility in the exclusive
economic zone (EEZ) of the Gulf of
Mexico. Each application for a permit
must comply with many permit
conditions related to record keeping and
operation of the facility. These permit
conditions will assure the facility has a
minimal affect on the environment and
on other fishery resources. Compliance
with the conditions will be evaluated
annually for the duration of the permit
as the basis for renewal of the permit for
the next year.
The public hearings will begin at 6
p.m. and conclude at the end of public
testimony or no later than 9 p.m. at each
of the following locations:
