Pursuant to Section 221 of the Trade
Act of 1974, as amended, an
investigation was initiated on October
17, 2007 in response to a petition filed
by a company official on behalf of
workers at Meco Corporation,
Greeneville, Tennessee.
The petitioner has requested that the
petition be withdrawn. Consequently,
the investigation has been terminated.

On August 9, 2007, the United States
Court of International Trade (USCIT)
granted the Department of Labor’s
request for voluntary remand to conduct
further investigation in Former
Employees of Mortgage Guaranty
Insurance Corporation v. United States
Secretary of Labor (Court No. 07–
00182).
On April 19, 2007, the Department of
Labor (Department) issued a Negative
Determination regarding eligibility to
apply for Trade Adjustment Assistance
(TAA) and Alternative Trade
Adjustment Assistance (ATAA)
applicable to workers and former
workers of Mortgage Guaranty Insurance
Corporation, Concord, California (the
subject firm). (Administrative Record
(‘‘AR’’) 64). The Department’s Notice of
negative determination was published
in the Federal Register on May 9, 2007
(72 FR 26425). (AR 76). The
determination stated that, because the
workers did not produce an article, and
did not support a firm or appropriate
subdivision that produced an article
domestically, the workers cannot be
considered import impacted or affected
by a shift of production abroad. (AR 64–
65).
Administrative reconsideration was
not requested by any of the parties
pursuant to 29 CFR 90.18.
The complaint alleges that the subject
workers are eligible to apply for worker
adjustment assistance due to a shift of
production to India followed by
increased imports (‘‘our work was sent
to Bangalore, India * * * our daily
contract underwriting work was
retrieved electronically by this team
* * * then sent electronically back to
* * * the United States’’).
In order for the Secretary to issue a
certification, petitioners must meet the
group eligibility requirements under
section 222 of the Trade Act of 1974, as
