Upon receipt of these petitions, the Director of the Division of Trade Adjustment Assistance, Employment and Training Administration, has instituted investigations pursuant to Section 221(a) of the Act. The purpose of each of the investigations is to determine whether the workers are eligible to apply for adjustment assistance under Title II, Chapter 2, of the Act. The investigations will further relate, as appropriate, to the determination of the date on which total or partial separations began or threatened to begin and the subdivision of the firm involved. The petitioners or any other persons showing a substantial interest in the subject matter of the investigations may request a public hearing, provided such request is filed in writing with the Director, Division of Trade Adjustment Assistance, at the address shown below, not later than April 16, 2007. The notice was published in the Federal Register on May 24, 2006 (71 FR 29983). At the request of a State agency, the Department reviewed the certification for workers of the subject firm. New information shows that a worker separation has occurred involving an employee of the Austin, Texas facility of Photronics, Inc., located in Chandler, Arizona. Mr. Karl White provided sales function services for the production of photomasks produced by the subject firm. Based on these findings, the Department is amending this certification to include employees of the Austin, Texas facility of Photronics, Inc. located in Chandler, Arizona. The intent of the Department’s certification is to include all workers of Photronics, Inc., Austin, Texas who were adversely affected by a shift in production to Taiwan, Korea, China and the United Kingdom. Notice is hereby given that pursuant to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), the Securities and Exchange Commission (‘‘Commission’’) is soliciting comments on the collection of information summarized below. The Commission plans to submit this existing collection of information to the Office of Management and Budget for extension and approval. Section 31 (17 CFR 240.31) of the Securities Exchange Act of 1934 (15 U.S.C. 78ee) requires the Commission to collect fees and assessments from national securities exchanges and national securities associations (collectively, ‘‘self-regulatory PO 00000 Frm 00063 Fmt 4703 Sfmt 4703 16387 organizations’’ or ‘‘SROs’’) based on the volume of their securities transactions. To collect the proper amounts, the Commission adopted Rule 31 and Form R31 under the Exchange Act whereby the SROs must report to the Commission the volume of their securities transaction and the Commission, based on that data, calculates the amount of fees and assessments that the SROs owe pursuant to Section 31. Rule 31 and Form R31 require the SROs to provide this data on a monthly basis. The Commission estimates that each respondent makes approximately 12 such filings on an annual basis at an average hourly burden of approximately 1.6 hours per response. Currently, 15 respondents (14 national securities exchanges and one national securities association) are subject to the collection of information requirements of Rule 31. The Commission estimates that the total burden for all respondents is 288 hours (12 filings/respondent per year × 1.6 hours/filing × 15 respondents) per year. Written comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency’s estimate of the burden of the proposed collection of information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
