1995 (44 U.S.C. Chapter 35) requires
that the Office of Management and

Federal agencies and the public an early
opportunity to comment on information
collection requests. OMB may amend or
waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The IC Clearance

Abstract: Documentation in this
submission includes data collection
instruments and sample designs for
gathering information about the
educational needs of state departments,
districts, schools, and other educational
stakeholders in the Midwest region.
Information regarding regional needs is
gathered as part of Task 1.1 of the
Midwest Regional Laboratory contract
and will be used to set priorities for
selecting content on particular issues,
practices, and policies that warrant
attention. Analyses of regional
educational needs assessments will be
used to identify training, technical
assistance priorities and needs, to
monitor such needs and activities, and
to ensure that the activities respond to
the region’s needs.
