Abstract: The Higher Education
Amendments of 1998 established the
Office of Student Financial Assistance
(SFA) as the Government’s first
Performance-Based Organization (PBO).
That legislation specifies that one
purpose of the PBO is to improve
program services and processes for
students and other participants in the
student financial assistance programs.
This requirement establishes an ongoing
need for SFA to be engaged in an
interactive process of collecting
information and using it to improve the
deli.

waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The Acting

Standards Team, Regulatory Information
Management Services, Office of
Management, publishes that notice
containing proposed information
