AGENCY: SUMMARY: Pursuant to the Council on Environmental Quality Regulations (40 CFR part 1500–08) implementing procedural provisions of the National Environmental Policy Act (NEPA), the Department of Labor, Office of the Secretary (OSEC), in accordance with 29 CFR 11.11(d), gives final notice of the proposed construction of a new Job Corps Center at 6767 North 60th Street, Milwaukee, Wisconsin, and that this construction will not have a significant adverse impact on the environment. In accordance with 29 CFR 11.11(d) and 40 CFR 1501.4(e)(2), a preliminary FONSI for the new Job Corps Center was published in the July 7, 2006 Federal Register (71 FR Page 38666–38667). No comments were received regarding the preliminary FONSI. ETA has reviewed the conclusion of the environmental assessment (EA), and agrees with the finding of no significant impact. This notice serves as the Final Finding of No Significant Impact for the new Job Corps Center at 6767 North 60th Street, Milwaukee, Wisconsin. SUMMARY: Pursuant to the provisions of the Federal Advisory Committee 
Act (Pub. L. 92-463, as amended), notice is hereby given of a meeting 
of the Labor Advisory Committee for Trade Negotiation and Trade Policy.
    Date, Time, Place: December 19, 2006; 2:30-4:30 p.m.; USTR Annex 
Building, Rooms 1 and 2, 1724 F St., NW., Washington, DC.
    Purpose: The meeting will include a review and discussion of 
current issues which influence U.S. trade policy. Potential U.S. 
negotiating objectives and bargaining positions in current and 
anticipated trade negotiations will be discussed. Pursuant to 19 U.S.C. 
2155(f) it has been determined that the meeting will be concerned with 
matters the disclosure of which would seriously compromise the 
Government's negotiating objectives or bargaining positions. 
Accordingly, the meeting will be closed to the public. See section
