on the record, we are initiating new
shipper reviews for Anhui Tongxin,
Huoshan NTGF, Jingdezhen Garay, and
Shanghai Now Again. See Memoranda
to the File through James C. Doyle, New
Shipper Initiation Checklists, (October
23, 2006). We intend to issue the
preliminary results of this review not
later than 180 days after the date on
which this review was initiated, and the
final results of this review within 90
days after the date on which the
preliminary results were issued.
Pursuant to 19 CFR
351.214(g)(1)(i)(A), the POR for a new
shipper review, initiated in the month
immediately following the annual
anniversary month, will be the one year
period immediately preceding the
annual anniversary month. Therefore,
the POR for the new shipper reviews of
Anhui Tongxin, Huoshan NTGF,
Jingdezhen Garay, and Shanghai Now
Again will be September 1, 2005,
through August 31, 2006.
It is the Department’s usual practice
in cases involving non–market
economies to require that a company
seeking to establish eligibility for an
antidumping duty rate separate from the
country–wide rate provide evidence of
de jure and de facto absence of
government control over the company’s
export activities. Accordingly, we will
issue questionnaires to Anhui Tongxin,
Huoshan NTGF, Jingdezhen Garay, and
Shanghai Now Again, including a
separate rates section. The reviews will
proceed if the responses provide
sufficient indication that Anhui
Tongxin, Huoshan NTGF, Jingdezhen
Garay, and Shanghai Now Again are not
subject to either de jure or de facto
government control with respect to their
exports of freshwater crawfish tail meat.
However, if the exporter does not
demonstrate the company’s eligibility
for a separate rate, then the company
will be deemed not separate from the
PRC–wide entity, which exported
during the POI. An exporter unable to
demonstrate the company’s eligibility
for a separate rate would hence not meet
the requirements of section
751(a)(2)(B)(i)(I) of the Act and its new
shipper review will be rescinded. See,

preliminary results of the second
administrative review on non–malleable
cast iron pipe fittings from the People’s
Republic of China (‘‘PRC’’). See Non–

Results’’). On September 12, 2006, the
Department published in the Federal
Register a notice extending the time
limit for the final results of the
administrative review from September
22, 2006, to October 23, 2006. See

Extension of Time Limit of Final
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (‘‘the Act’’),
requires the Department to issue final
results within 120 days of the date on
which the preliminary results are
published. However, if it is not
practicable to complete the review
within this time period, section
751(a)(3)(A) of the Act allows the
Department to extend the extend the
120-day period to a maximum of 180
days. Completion of the final results of
this review within the 120-day period is
not practicable because the Department
needs additional time to evaluate the
arguments and issues raised by the
petitioners and respondents in their
respective case briefs and rebuttal briefs.
Because it is not practicable to
complete this review within the time
specified under the Act, we are
extending the time period for issuing
the final results of review an additional
19 days to 169 days, in accordance with
section 751(a)(3)(A) of the Act.
Therefore, the final results will be due
no later than November 10, 2006. This
notice is published pursuant to sections
751(a) and 777(i) of the Act.
