Act), that revocation of the antidumping
duty orders on the following types of
bearings from China, France, Germany,
Japan, and the United Kingdom would
be likely to lead to continuation or
recurrence of material injury to an
industry in the United States within a
reasonably foreseeable time.

that it would conduct full reviews (70
FR 54568, September 15, 2005). Notice
of the scheduling of the Commission’s
reviews and of a public hearing to be
held in connection therewith was given
by posting copies of the notice in the
Office of the Secretary, U.S.
International Trade Commission,
Washington, DC, and by publishing the
notice in the Federal Register on
October 18, 2005 (70 FR 60556).6 The
hearing was held in Washington, DC, on
May 2, 2006, and all persons who
requested the opportunity were
permitted to appear in person or by
counsel.

determination in this review to the

United States v. Howard McKenzie &
EBT Property Holding Co., Inc., No.
2:06–CV–02353, was lodged with the
United States District Court for the
District of South Carolina on August 23,
2006.
The proposed Consent Decree
concerns a compliant filed by the
United States against Howard McKenzie
& EBT Property Holding Co., Inc.,
pursuant to sections 301 and 404 of the
Clean Water Act, 33 U.S.C. 1311 and
1344, with respect to Defendants’
alleged violations of the Clean Air Act
by discharging pollutants into waters of
