West Point Stevens, Drakes Branch, VA; Notice of Termination of Investigation, 35954 [E6-9888]

Download as PDF 35954 Federal Register / Vol. 71, No. 120 / Thursday, June 22, 2006 / Notices withdrawn. Consequently, the investigation has been terminated. In addition, in accordance with section 246 the Trade Act of 1974 (26 U.S.C. 2813), as amended, the Department of Labor herein presents the results of its investigation regarding certification of eligibility to apply for alternative trade adjustment assistance (ATAA) for older workers. In order for the Department to issue a certification of eligibility to apply for ATAA, the group eligibility requirements of section 246 of the Trade Act must be met. The Department has determined in the case of the Sanborn, New York facility that the requirements of section 246 have been met. A significant number of workers at the firm are age 50 or over and possess skills that are not easily transferable. Competitive conditions within the industry are adverse. In order for the Department to issue a certification of eligibility to apply for ATAA, the worker group must be certified eligible to apply for trade adjustment assistance (TAA). Since the workers of the East Granby, Connecticut facility are denied eligibility to apply for TAA, the workers cannot be certified eligible for ATAA. Conclusion After careful review of the facts obtained in the investigation, I determine that increases of imports of articles like or directly competitive with aluminum nitride substrates produced at Saint-Gobain Advanced Ceramics, Microelectronics Division, Sanborn, New York contributed importantly to the total or partial separation of workers and to the decline in sales or production at that firm or subdivision. In accordance with the provisions of the Act, I make the following certification: Division, East Granby, Connecticut has been withdrawn. Consequently, that investigation has been terminated. Signed in Washington, DC, this 5th day of June 2006. Richard Church, Certifying Officer, Division of Trade Adjustment Assistance. [FR Doc.
