Executive summaries should be limited to five pages total, including footnotes. Further, we request that parties submitting briefs and rebuttal briefs provide the Department with a copy of the public version of such briefs on diskette. In accordance with section 774 of the Act, the Department will hold a public hearing, if requested, to afford interested parties an opportunity to comment on arguments raised in case or rebuttal briefs, provided that such a hearing is requested by an interested party. Postponement of Final Determination and Extension of Provisional Measures Pursuant to section 735(a)(2) of the Act, on March 30, 2006, Aero, Kejriwal and Navneet requested that in the event of an affirmative preliminary determination in this investigation, the Department postpone its final determination by 30 days. At the same time, Aero, Kejriwal and Navneet requested that the Department extend by 30 days the application of the provisional measures prescribed under 19 CFR 351.210(e)(2). The Department has determined that it is not practicable to complete this administrative review within the time limit mandated by section 751(a)(3)(A) of the Tariff Act. We require additional time to develop the record and examine DSM’s cost of production data and issues of affiliation. Regarding INI, further analysis is necessary with respect to certain movement expenses. Accordingly, the Department is extending the time limit for completion of the preliminary results of this administrative review to August 31, 2006, which is 365 days from the last day of the anniversary month. Background

    On August 31, 2005, the Department of Commerce (the Department)
