On November 7, 2005, we published in the Federal Register our preliminary results. The final results of this review are currently due no later than March 7, 2006. However, if it is not practicable to complete the final results of review within this time period, section 751(a)(3)(A) of the Act allows the Department to extend that 120- day period to 180 days. We determine that completion of the final results of this review within the 120-day period is not practicable for the following reasons. This review covers two companies, and to complete our sales and cost analyses for each requires the Department to analyze a significant amount of information pertaining to each company’s sales practices and manufacturing costs. Given the complexity of issues in this case, and in accordance with section 751(a)(3)(A) of the Act, we are fully extending the time period for issuing the final results of review until May 8, 2006, which is the next business day after 180 days from publication of the preliminary results of review. SUPPLEMENTARY INFORMATION:

Background

    On July 29, 2005, the Department of Commerce (the Department) 
received timely requests to conduct an administrative review of the 
antidumping duty order on stainless steel sheet and strip in coils from 
Germany. On August 29, 2005, the Department published a notice of 
initiation of this administrative review, covering the period of July 
1, 2004, through June 30, 2005. See Notice of Initiation of Antidumping 
and Countervailing Duty Administrative Reviews and Requests for 
Revocation in Part, 70 FR 51009. The preliminary results are currently 
due no later than April 2, 2006.

Extension of Time Limits for Preliminary Results

    Section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the 
Tariff Act), requires the Department to complete the preliminary 
results of an administrative review within 245 days after the last day 
of the anniversary month of an order for which a review is requested. 
However, if it is not practicable to complete the review within these 
time periods, section 751(a)(2)(B)(iv) of the Act allows the Department 
to extend the time limit for the preliminary results to a maximum of 
365 days after the last day of the anniversary month of an order for 
which a review is requested.
    The Department has determined it is not practicable to complete 
this review within the statutory time limit because we require 
additional information concerning home market downstream non-prime 
sales and home market early payment discounts and rebates in order to 
complete our analysis. The time needed to analyze this additional 
information makes it impracticable to complete the preliminary results 
of this review within the originally anticipated time limit. 
Accordingly, the Department is extending the time limit for completion
