SUMMARY: The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain forged stainless steel flanges (stainless steel flanges) from India manufactured by Echjay Forgings Ltd. (Echjay) and Paramount Forge (Paramount). The period of review (POR) covers February 1, 2004, through January 31, 2005. We preliminarily determine that Echjay did not sell subject merchandise at less than normal value (NV) in the United States during the POR. In addition, we preliminarily determine to apply an adverse facts available (AFA) rate to Paramount’s sale. We invite interested parties to comment on these preliminary results. (February 15, 2006); and Notice of Preliminary Affirmative 
Countervailing Duty Determination and Preliminary Negative Critical 
Circumstances, Certain Lined Paper from Indonesia, 71 FR 7524 (February 
13, 2006). On February 17, 2006, the petitions submitted a letter
