Affected Public: Every student and graduate of the U.S. Merchant Marine Academy and every subsidized State maritime academy student. Forms: MA–930. Abstract: The Maritime Education and Training Act of 1980 imposes a service obligation on every graduate of the U.S. Merchant Marine Academy and every subsidized State maritime academy graduate who received a student incentive payment. This mandatory service obligation is for the Federal financial assistance the graduate received as a student and requires the graduate to maintain a license as an officer in the merchant marine and to report on reserve status, training, and employment for applicable periods. Annual Estimated Burden Hours: 872 hours. Affected Public: U.S. merchant marine seamen who have completed designated national service during a time of maritime mobilization and are seeking reemployment with a prior employer. Forms: None. Abstract: MARAD is requesting approval of this collection in an effort to implement provisions of the Maritime Security Act of 1996. These provisions grant reemployment rights and other benefits to certain merchant seamen serving aboard vessels used by the United States during times of national emergencies. The Maritime Security Act of 1996 establishes the procedures for obtaining the necessary MARAD certification for reemployment rights and other benefits. Annual Estimated Burden Hours: 50 hours.
