AGENCY: SUMMARY: The National Archives and Records Administration (NARA) publishes notice at least once monthly of certain Federal agency requests for records disposition authority (records VerDate Aug<31>2005 17:33 Nov 22, 2005 Jkt 208001 schedules). Once approved by NARA, records schedules provide mandatory instructions on what happens to records when no longer needed for current Government business. To control this accumulation, agency records managers prepare schedules proposing retention periods for records and submit these schedules for NARA’s approval, using the Standard Form (SF) 115, Request for Records Disposition Authority. Most schedules, however, cover records of only one office or program or a few series of records. Many of these update previously approved schedules, and some include records proposed as permanent. No Federal records are authorized for destruction without the approval of the Archivist of the United States. This approval is granted only after a thorough consideration of their administrative use by the agency of origin, the rights of the Government and of private persons directly affected by the Government’s activities, and whether or not they have historical or other value. The proposed amendment would have revised the Seabrook Technical Specification (TS) 3/4.9.13, ‘‘Spent Fuel Assembly Storage,’’ to reflect a revised criticality safety analysis. This analysis was intended to support a two-zone spent fuel pool (SFP) consisting of BORAFLEX and BORAL fuel assembly storage racks. Additionally, the proposed change would have created TS 3/4.9.15, ‘‘Spent Fuel Pool Boron Concentration,’’ to support the planned SFP changes. The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the Federal Register on May 10, 2005 (70 FR 24653).
