Tapered Roller Bearings from the
People’s Republic of China: Notice of
Final Results of Expedited Sunset
Review of Antidumping Duty Order
Import Administration,
International Trade Administration,
Department of Commerce.
SUMMARY: On June 1, 2005, the
Department of Commerce (‘‘the
Department’’) initiated the sunset
review of the antidumping duty order
on tapered roller bearings from the
People’s Republic of China (‘‘China’’)
pursuant to section 751(c) of the Tariff
Act of 1930, as amended (‘‘the Act’’). On
the basis of a Notice of Intent to
Participate, adequate substantive
responses filed on behalf of domestic
interested parties, and lack of response
from respondent interested parties, the
Department conducted an expedited
(120-day) sunset review. As a result of
this sunset review, the Department finds
that revocation of the antidumping duty
order would be likely to lead to
continuation or recurrence of dumping.
The dumping margins likely to prevail
if the order were revoked are identified
AGENCY:
in the Final Results of Review section of
this notice.
DATES: October 6, 2005.

SUPPLEMENTARY INFORMATION:
Background
On June 1, 2005, the Department
published the notice of initiation of the
sunset review of the antidumping duty
order on tapered roller bearings from
China. See Initiation of Five-Year
(‘‘Sunset’’) Reviews, 70 FR 31423 (June
1, 2005). On June 16, 2005, the
Department received a joint Notice of
Intent to Participate from RBC Bearings
and The Timken Company (collectively
‘‘domestic interested parties’’) within
the deadline specified in section
351.218(d)(1)(i) of the Department’s
regulations. The domestic interested
parties claimed interested party status
under section 771(9)(C) of the Act, as
manufacturers, producers, or
wholesalers in the United States of a
domestic like product. On July 1, 2005,
the Department received a complete
substantive response from the domestic
interested parties within the deadline
specified in section 351.218(d)(3)(i) of
the Department’s regulations. The
Department did not receive a response
from any respondent interested party to
this proceeding. As a result, pursuant to
section 751(c)(3)(B) of the Act and
section 351.218(e)(1)(ii)(C)(2) of the
Department’s regulations, the
Department conducted an expedited
review of this order.
Scope of the Order
Merchandise covered by this order is
tapered roller bearings from China;
flange, take up cartridge, and hanger
units incorporating tapered roller
bearings; and tapered roller housings
(except pillow blocks) incorporating
tapered rollers, with or without
spindles, whether or not for automotive
use. This merchandise is currently
classifiable under the Harmonized Tariff
Schedule of the United States
(‘‘HTSUS’’) item numbers 8482.20.00,
8482.91.00.50, 8482.99.30, 8483.20.40,
8483.20.80, 8483.30.80, 8483.90.20,
8483.90.30, 8483.90.80, 8708.99.80.15,
and 8708.99.80.80. Although the
HTSUS item numbers are provided for
convenience and customs purposes, the
written description of the scope of the
order is dispositive.

addressed in the ‘‘Issues and Decision
Memorandum’’ (‘‘Decision Memo’’)
from Barbara E. Tillman, Acting Deputy
Assistant Secretary for Import
Administration, to Joseph A. Spetrini,
Acting Assistant Secretary for Import
Administration, dated September 29,
2005, which is hereby adopted by this
notice. The issues discussed in the
