SUPPLEMENTARY INFORMATION: We are
soliciting public comments to permit
the Department to:
• Evaluate whether the proposed
information collection is necessary to
properly perform our functions.

collection, including the validity of the
methodology and assumptions used.
• Enhance the quality, utility, and
clarity of the information to be
collected.

Abstract of proposed collection: This
data collection tool is to be used to
obtain information from non-U.S.
Government persons so that they can
enroll in courses offered by the
Department of State’s Foreign Service
Institute. This includes information of a
personal and business nature, and credit
card information so that the Department
can receive reimbursement.
Methodology
This information will be collected in
hard copy format, which is either
mailed or transmitted by facsimile
machine to the Foreign Service Institute.

Abstract: This information collection
consists of an application for a Capital
Construction Fund (CCF) agreement
under section 607 of the Merchant
Marine Act, and annual submissions of
appropriate schedules and exhibits. The
Capital Construction Fund is a taxdeferred ship construction fund that
was created to assist owners and
operators of U.S.-flag vessels in
accumulating the large amount of
capital necessary for the modernization
and expansion of the U.S. merchant
marine. The program encourages
construction, reconstruction, or
acquisition of vessels through the
deferment of Federal income taxes on
certain deposits of money or other
property placed into a CCF.
Annual Estimated Burden Hours:
2198 hours.

SUMMARY: As authorized by Pub. L. 105–
383 and Pub. L. 107–295, the Secretary
of Transportation, as represented by the
Maritime Administration (MARAD), is
authorized to grant waivers of the U.S.build requirement of the coastwise laws
under certain circumstances. A request
for such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below. The complete application
is given in DOT docket 2005–22500 at
https://dms.dot.gov. Interested parties
may comment on the effect this action
may have on U.S. vessel builders or
businesses in the U.S. that use U.S.-flag
vessels. If MARAD determines, in
accordance with Pub. L. 105–383 and
MARAD’s regulations at 46 CFR part
388 (68 FR 23084; April 30, 2003), that
the issuance of the waiver will have an
unduly adverse effect on a U.S.-vessel
builder or a business that uses U.S.-flag
vessels in that business, a waiver will
not be granted. Comments should refer
