SUMMARY: The Commission hereby gives
notice of the scheduling of full reviews
pursuant to section 751(c)(5) of the
Tariff Act of 1930 (19 U.S.C. 1675(c)(5))
(the Act) to determine whether
revocation of the countervailing duty
orders on brass sheet and strip from
Brazil and France and the antidumping
duty orders on brass sheet and strip
from Brazil, Canada, France, Germany,
Italy, and Japan would be likely to lead
to continuation or recurrence of material
injury within a reasonably foreseeable
time. For further information

Background. On July 5, 2005, the
Commission determined that responses
to its notice of institution of the subject
five-year reviews were such that full
reviews pursuant to section 751(c)(5) of
the Act should proceed (70 FR 41427,
July 19, 2005). A record of the
Commissioners’ votes, the
Commission’s statement on adequacy,
and any individual Commissioner’s
statements are available from the Office
of the Secretary and at the
Commission’s Web site.
Participation in the reviews and
public service list. Persons, including
industrial users of the subject
merchandise and, if the merchandise is
sold at the retail level, representative
consumer organizations, wishing to
participate in these reviews as parties
must file an entry of appearance with
the Secretary to the Commission, as
provided in section 201.11 of the
Commission’s rules, by 45 days after
publication of this notice. A party that
filed a notice of appearance following
publication of the Commission’s notice
of institution of the reviews need not
file an additional notice of appearance.
The Secretary will maintain a public
service list containing the names and
addresses of all persons, or their
representatives, who are parties to the
reviews.
Limited disclosure of business
proprietary information (BPI) under an
administrative protective order (APO)
and BPI service list. Pursuant to section
207.7(a) of the Commission’s rules, the

2005. This proposed Consent Decree
concerns a complaint filed by the
United States against the Defendants
pursuant to Section 301(a) of the Clean
Water Act (‘‘CWA’’), 33 U.S.C. 1311(a),
to obtain injunctive relief from and
impose civil penalties against the
Defendants for filling wetlands without
a permit.
The proposed Consent Decree
requires the defendants to pay a civil
penalty and restore the impacted
wetland to its natural grade contour.
The Department of Justice will accept
written comments relating to this
proposed Consent Decree for thirty (30)
days from the date of publication of this

Under 28 CFR 50.7, notice is hereby
given that on August 31, 2005, a First
Revised Consent Decree in the matter of
United States, et al. v. Marathon
Ashland Petroleum LLC, Civil Action
No. 4:01–CV–40119–PVG, was lodged
with the United States District Court for
the Eastern District of Michigan.
The First Revised Consent Decree
supercedes a Consent Decree entered in
the above-referenced action in August of
2001 (‘‘August 2001 Consent Decree’’)
among the United States, as Plaintiff,
the County of Wayne, the State of
Louisiana, and the State of Minnesota,
as Plaintiff-Intervenors, and Marathon
Ashland Petroleum LLC (‘‘MAP’’), as
Defendant. In the August 2001 Consent
