Federal Register / Vol. 70, No. 82 / Friday, April 29, 2005 / Notices
approaches for aerial and vessel surveys
with associated photo-identification and
behavioral observations. Permit No.
1036–1744 authorizes harassment of
various cetacean and pinniped species
in waters off Rhode Island, Connecticut,
New York, New Jersey, Delaware,
Maryland, and Virginia. Permit No.
594–1759 authorizes harassment of
northern right whales in waters off
Virginia, North Carolina, South
Carolina, Georgia, Florida, and
Alabama. Permit No. 633–1763
authorizes harassment of northern right
whales in the Gulf of Maine, Cape Cod
Bay, Great South Channel, and Georgia
Bight, and the collection and export of
sloughed right whale skin.
In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), an environmental
assessment was prepared analyzing the
effects of the permitted activities. After
a Finding of No Significant Impact, the
determination was made that it was not
necessary to prepare an environmental
impact statement.
Issuance of these permits, as required
by the ESA, was based on a finding that
such permits: (1) Were applied for in
good faith; (2) will not operate to the
disadvantage of such endangered
species; and (3) are consistent with the
purposes and policies set forth in
section 2 of the ESA.
Dated: April 21, 2005.

Chief, Permits, Conservation and Education
Division, Office of Protected Resources,
