Vessel owners who wish to have this designation must certify that their vessel(s) meets certain criteria established in 46 CFR part 380. This collection of information is mandated by statute to establish that a vessel meets statutory criteria for obtaining the benefit of eligibility to carry preference cargoes. ACTION: Invitation for public comments on a requested administrative waiver of the Coastwise Trade Laws for the vessel ALIENTO. AGENCY: SUMMARY: As authorized by Pub. L. 105– 383 and Pub. L. 107–295, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.build requirement of the coastwise laws under certain circumstances.
