SUMMARY: The CNO Executive Panel is
to report the midterm findings and
recommendations of the Near Land
Battle Study Group to the Chief of Naval
Operations. The meeting will consist of
discussions of the Navy’s role in land
warfare and the unique challenges to
operating in the near land arena.
DATES: The meeting will be held on
Thursday, February 3, 2005, from 11
a.m. to 12 p.m.

information that is specifically

defense and are, in fact, properly
classified pursuant to such Executive
Order.
Accordingly, the Secretary of the
Navy has determined in writing that the
public interest requires that all sessions
of the meeting be closed to the public
because they will be concerned with
matters listed in section 552b(c)(1) of
title 5, United States Code.

Assistance Workshops for fiscal year
(FY) 2005 Gaining Early Awareness and
Readiness for Undergraduate Programs
(GEAR UP) Program.
ACTION:
SUMMARY: This notice provides
information about three one-day
technical assistance workshops to assist
institutions of higher education, local
education agencies, and States
interested in preparing grant
applications for FY 2005 new awards
under the Gaining Early Awareness and
Readiness for Undergraduate Programs
(GEAR UP) Program. Program staff will

present information about the purpose
of the GEAR UP Program, selection
criteria, application content, submission
procedures, and reporting requirements.
Although the Department has not yet
announced an application deadline date
in the Federal Register for the FY 2005
competition, the Department is holding
these workshops to give potential
applicants guidance for preparing
applications for the competition we
expect to conduct in FY 2005. Specific
requirements for the FY 2005
competition will be published in a
separate Federal Register notice. This
notice announces the technical
assistance workshops only.

government room rate. To reserve this
rate, be certain to inform the hotel that
