The proposed information collection request (ICR) renewal described below will be submitted to the Office of Management and Budget (OMB) for review and approval, as required by the Paperwork Reduction Act of 1995 (PRA). The MPDG provides Federal financial assistance for surface transportation infrastructure projectsincluding highway and bridge, intercity passenger rail, railway-highway grade and separation, wildlife crossing, public transportation, marine highway, and freight and multimodal projects, or groups of such projects, of national or regional significance, as well as to projects to improve and expand the surface transportation infrastructure in rural areas. The DOT on its own made additional changes to update time and estimated costs. Additionally, DOT removed the program evaluation stage (survey) and will submit that separately if conducted.

STRLs may implement innovative approaches to attract and retain exceptional talent who are participating in Demo projects. The flexibilities described herein allow the STRLs to better manage their workforce by authorizing flexible extended temporary promotion and temporary reassignment for supervisory and team leader positions; a recruitment incentive in the form of time-off awards (time off from duty without loss of pay or charge to leave); retention counter-offers for high performing employees in scientific, technical or administrative positions; and certain awards management authorities for STRL directors. In this final rule, DHS codifies in final form the procedures that apply to appeals before the Transportation Security Oversight Board concerning Federal Aviation Administration Airmen Certificates. The final rule addresses comments stakeholders submitted in response to an interim final rule DHS published on August 9, 2022, on the same topic.
