The Office of Justice Programs (``OJP''), a bureau of the Department of Justice, Office for Victims of Crime (``OVC'') proposes adding a subpart to its regulations to replace the existing Victims of Crime Act (``VOCA'') Victim Compensation Program Guidelines (``Guidelines''), and update and codify program requirements for the VOCA Victim Compensation Formula Grant Program (``Victim Compensation Program'').
