Privacy Act of 1974; System of Records
Pursuant to the Privacy Act of 1974, notice is hereby given that the VA is modifying the system of records entitled, ``Corporate Travel and Charge CardsVA'' (131VA047). This system is used for operating, auditing and managing the charge card program involving commercial purchases authorized by VA employees. It is an end-to-end travel management service that includes all aspects of official Federal business travel including travel planning, authorization, reservations, ticketing, fulfillment, expense reimbursement and travel management reporting. These records will include permanent change of station moves that have been approved for relocation entitlements. The system serves as a repository that captures all required documentation that would assist with providing instructions to obtain a government passport, visa and country clearance, as applicable, as well as timely approval routing, as outlined in VA travel policy for VA employees traveling in an official capacity to a foreign country.

Presumptive Service Connection for Respiratory Conditions Due to Exposure to Fine Particulate Matter
This rulemaking adopts as final, with changes, an interim final rule that amended the Department of Veterans Affairs (VA) adjudication regulations governing presumptive service connection based on presumed exposures to fine particulate matter. The amendment was necessary to provide health care, services, and benefits to Gulf War Veterans who were exposed to fine particulate matter associated with deployment to the Southwest Asia theater of operations, as well as Afghanistan, Syria, Djibouti, and Uzbekistan. The amendment eased the evidentiary burden of Gulf War Veterans who file claims with VA for asthma, rhinitis, and sinusitis, to include rhinosinusitis.

Determining Eligibility for Domiciliary Care
The Department of Veterans Affairs (VA) proposes to amend its medical regulations and State Veterans Home (State home) regulations. VA proposes to update the criteria used by VA in determining whether a veteran has no adequate means of support relative to eligibility for domiciliary care, and to shift the focus of the regulatory language from the veterans' ability to pursue substantially gainful employment to a broader consideration of available support systems and medical conditions or disabilities that might impact the veteran's ability to live independently. In addition, we propose amending our State home regulations to implement VA's authority to waive certain eligibility requirements for receipt of State home domiciliary care per diem.

System Error Message and High Call Volume Impacting Submissions of Claims
In response to notification that some Veterans and survivors received error messages in recent days when submitting their claim for disability compensation or dependency and indemnity compensation (DIC), or intent to file such claim, through www.va.gov, the Veteran Benefits Administration (VBA) is instituting temporary provisions to consider any compensation or DIC claim or intent to file filed before 11:59 p.m. ET on Monday August 14, 2023, as received by VA on August 8, 2023. This preserves, for claims subject to the PACT Act (further discussed below), the potential of retroactive compensation benefits back to the date of PACT Act enactment, August 10, 2022. Claims, or intents to file, for compensation or dependency and indemnity compensation, received on August 9, 2023 through 11:59 p.m. ET on Monday August 14, 2023 will be deemed to have been received on August 8, 2023, the date of the initial problem on www.va.gov.
