MATTERS TO BE CONSIDERED: The Unified
Carrier Registration Plan Education and
Training Subcommittee (the
‘‘Subcommittee’’) will continue its work
in developing and implementing the
Unified Carrier Registration Plan and
Agreement. The subject matter of this
meeting will include:

I. Call to Order—UCR Education and
Training Subcommittee Chair
The Subcommittee Chair will
welcome attendees, call the meeting to
order, call roll for the Subcommittee,
confirm whether a quorum is present,
and facilitate self-introductions.
II. Verification of Publication of
Meeting Notice—UCR Executive
Director
The UCR Executive Director will
verify the publication of the meeting
notice on the UCR website and
distribution to the UCR contact list via
email followed by the subsequent
publication of the notice in the Federal
Register.
III. Review and Approval of
Subcommittee Agenda and Setting of
Ground Rules—UCR Education and
Training Subcommittee Chair

Draft minutes from the May 18,
2023—Subcommittee meeting will be
reviewed. The Subcommittee will
consider action to approve.
V. Project Development—UCR
Education and Training Subcommittee
Chair
The Subcommittee Chair will discuss
the development of key projects to
include NRS module development,
establishing educational audit taskforce,
and creation of a UCR purpose and
value video.
VI. Other Business—UCR Education
and Training Subcommittee Chair
The Subcommittee Chair will call for
any other items Subcommittee members
would like to discuss.
VII. Adjournment—UCR Education and
Training Subcommittee Chair
The Subcommittee Chair will adjourn
the meeting.

gives notice under the Federal Advisory
Committee Act, 5 U.S.C. ch. 10, that the
Cooperative Studies Scientific
Evaluation Committee will hold a
meeting on August 31, 2023 by Zoom.

The meeting will begin at 9:00 a.m. and
end at 3:45 p.m. EST.
The Committee provides expert
advice on VA cooperative studies,
multi-site clinical research activities
and policies related to conducting and
managing these efforts. The session will
be open to the public for approximately
30 minutes at the start of the meeting for
the discussion of administrative matters
and the general status of the program.
The remaining portion of the meeting
will be closed to the public for the
Committee’s review, discussion and
evaluation of research and development
applications.
During the closed portion of the
meeting, discussions and
recommendations will deal with
qualifications of personnel conducting
the studies, staff and consultant
critiques of research proposals and
similar documents and the medical
records of patients who are study
subjects, the disclosure of which would
constitute a clearly unwarranted
invasion of personal privacy. In
addition, the premature disclosure of
potential research activities prior to
them being approved could frustrate the
implementation of approved research
activities. As provided by section 10(d)
of Public Law 92–463, as amended,
closing portions of this meeting is in
accordance with 5 U.S.C. 552b(c)(6) and
(c)(9)(B).
The Committee will accept oral
comments from the public for the open
portion of the meeting. Members of the
