The Secretary of State announces the renewal of the charter of the Overseas Schools Advisory Council in accordance with the Federal Advisory Committee Act. The main objectives of the Council are: a. To advise the Department of State regarding matters of policy and funding for the overseas schools. b. To provide advice to the Department on ways to ensure that overseas schools become showcases for excellence in education. c. To provide advice to the Department on ways to make service abroad more attractive to American citizens who have school-age children, both in the business community and in Government. d. To recommend ways to mitigate risks to American private sector interests worldwide.

The Department of State is seeking Office of Management and Budget (OMB) approval for the information collection described below. In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. The purpose of this Notice is to allow 30 days for public comment.

In accordance with the General Provisions of the Exchange Visitor Program regulations, the Department's Assistant Secretary for Educational and Cultural Affairs waives and modifies certain regulatory requirements with respect to a temporary educational and cultural exchange program established pursuant to an arrangement between the Government of the United States of America and the Government of Ukraine. This arrangement allows the Department to extend Special Student Relief to eligible Ukrainian students in the United States on J-1 visas to help mitigate the adverse impact on them resulting from the full-scale Russian invasion of Ukraine that began on February 24, 2022.

On January 3, 2023, notice was published on page 125 of the Federal Register (volume 88, number 1) of determinations pertaining to certain objects to be included in an exhibition entitled ``Scripture and Science: Our Universe, Ourselves, and Our Place.'' Notice is hereby given of the following determinations: I hereby determine that certain additional objects being imported from abroad pursuant to agreements with their foreign owners or custodians for temporary display in the aforesaid exhibition at the Museum of the Bible, Washington, District of Columbia, and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State (``Department'') is issuing this document to state its interpretation of certain provisions in the Immigration and Nationality Act (INA) regarding the availability of immigrant visa numbers in categories subject to an annual numerical limit. To ensure that Department practice is consistent with these INA provisions, future Visa Bulletins, beginning with the April 2023 Visa Bulletin, will reflect this interpretation with respect to the availability of employment-based preference visas for applicants from the Northern Central American countries of El Salvador, Guatemala, and Honduras (``NCA Countries'').

The purpose of this Notice is to announce the initiation of a 30-day period for public comment.

The Department of State, on behalf of the interagency Senior Policy Operating Group (SPOG), is hosting a virtual public meeting to hear input about how it can conduct its anti-trafficking work using a racial justice and equity lens and to assist the SPOG and SPOG agencies implementation of Advancing Racial Equity and Support for Underserved Communities Through the Federal Government and Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. This public meeting is part of the SPOG's ongoing efforts to engage and collaborate with diverse communities and develop an implementation plan for integrating racial equity into U.S. government anti-trafficking efforts and is meant to complement the SPOG's prior request for written information (87 FR 7231) to provide members of the public with another way to share feedback with the U.S. government. The implementation plan will highlight the importance of an intersectional approach, as racism often compounds with other forms of discrimination to affect individuals' vulnerability to human trafficking. Additionally, it will complement agencies' individual work to implement Diversity, Equity, Inclusion and Accessibility in the Federal Workforce by sharing information and practices for increasing diversity in the federal workforce as an integral way to strengthen agencies' anti-trafficking work.

Delegates from the United States and Mexican governments, the states of New Mexico and Texas, and the Mexican states of Chihuahua, Coahuila, Nuevo Laredo, and Tamaulipas will participate in a regional meeting of the U.S.-Mexico Binational Bridges and Border Crossings Group on Tuesday, March 28, 2023, in Las Cruces, New Mexico. The purpose of this meeting is to discuss operational matters involving existing and proposed international bridges and border crossings and their related infrastructure and to exchange technical information as well as views on policy. This meeting will include a public session on Tuesday, March 28, 2023 from 8:30 a.m. until 11:30 a.m. This session will allow proponents of proposed bridges and border crossings and related projects to make presentations to the delegations and members of the public.

The Department of State published an interim final rule on March 23, 2022, effective September 6, 2022, amending the International Traffic in Arms Regulations (ITAR) to better organize the purposes and definitions of the regulations. After reviewing the comments received in response to that interim final rule, the Department is now responding to public comments and finalizing the interim final rule, including making minor amendments.
