Defense Trade Advisory Group; Notice of Open Meeting

The Defense Trade Advisory Group (DTAG) will meet in open session to discuss current defense trade issues and topics for further study. Specific agenda topics will be posted on the Directorate of Defense Trade Controls Web site, at www.pmddtc.state.gov, approximately 10 days prior to the meeting. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political Military Affairs, and advises the Department on policies, regulations, and technical issues affecting defense trade. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the DTAG Chair's instructions. Members of the public may, if they wish, submit a brief statement to the committee in writing. As access to Department of State facilities is controlled, persons wishing to attend the meeting must notify the DTAG Alternate Designed Federal Officer (DFO) by close of business Friday, November 15, 2013. If notified after this date, the Department's Bureau of Diplomatic security may not be able to complete the necessary processing required for the intended participant to attend the plenary session. A person requesting reasonable accommodation should notify the Alternate DFO by the same date. Anyone who wishes to attend this plenary session should provide: His/her name; company or organizational affiliation (if any); date of birth; and identifying data such as driver's license number, U.S. Government ID, or U.S. Military ID, to the DTAG Alternate DFO, Lisa Aguirre, via email at aguirrelv@state.gov. This final rule creates a regulatory exception to visa restrictions under applicable laws providing for such an exception, in order to permit compliance with the Agreement between the United States and the United Nations Regarding the Headquarters of the United Nations (UNHQA), signed at Lake Success June 26, 1947, entered into force November 21, 1947, and other international obligations. This rule also clarifies that the Department of State's definition of ``immediate family'' for classifications and also applies to foreign government officials who may be admitted in immediate and continuous transit through the United States, and to all relevant NATO visa classifications under the Agreement on the Status of the North Atlantic Treaty Organization, National Representatives, and International Staff, signed at Ottawa, September 20, 1951, entered into force May 18 1954.

Notice is hereby given that the Department of State (DOS) has received from Magellan Pipeline Company, L.P. (``Magellan'') notice that it has acquired the rights to operate and maintain pipeline facilities permitted under a 1995 Presidential Permit issued to Chevron Pipeline Company (``Chevron''). Magellan requests that a new or amended Presidential Permit be issued to it with respect to the pipeline facilities. Magellan is a wholly-owned subsidiary of Magellan Midstream Partners, L. P. (``MMP'') and owns and operates a lengthy pipeline for the transportation of refined petroleum products that extends into 14 states along the Gulf Coast and through the middle part of the United States. The permitted facilities consist of existing 2.75-mile 8.625-inch carbon steel pipelines that extend from El Paso, Texas to the U.S. boundary with Mexico. Through corporate transactions, Chevron assigned the permit to Plains Pipeline L.P. (Plains). On July 1, 2013, Plains assigned its rights to the 1995 permit to NMPL LLC which was subsequently merged into Magellan. Magellan affirms that the operation and maintenance of the permitted facilities authorized by the 1995 Permit will remain substantially the same, and it is not seeking authorization for new construction or a change in operations. Under E.O. 13337 the Secretary of State is designated and empowered to receive all applications for Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other fuels (except natural gas) to or from a foreign country. The Department of State is circulating this application to concerned federal agencies for comment. The Department of State has the responsibility to determine whether issuance of a new or amended Presidential Permit in light of Magellan's acquisition of the pipeline facilities would be in the U.S. national interest.

The purpose of this notice is to allow 30 days for public comment.
Culturally Significant Objects Imported for Exhibition Determinations: “Isa Genzken: Retrospective”

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Isa Genzken: Retrospective,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The Museum of Modern Art, New York, NY, from on or about November 23, 2013, until on or about March 10, 2014; the Museum of Contemporary Art, Chicago, Il, from on or about April 12, 2014, until on or about August 3, 2014; the Dallas Museum of Art, from on or about September 14, 2014, until on or about January 4, 2015, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.

The purpose of this announcement is to notify interested members of the public of the opportunity to submit comments to the draft 2014 Climate Action Report (CAR) on U.S. climate change actions. This draft CAR consists of two documents, the National Communication and the Biennial Report, that respond to reporting requirements under the UN Framework Convention on Climate Change (UNFCCC). The document contains the sixth National Communication, which is provided in accordance with Articles 4.2 and 12 of the UNFCCC and accompanying decisions. The draft CAR also includes the Biennial Report, which summarizes major actions taken to address climate change, covering the period up to 2020, and contains additional reporting information as specified in decisions 1/CP.16, 2/CP.17 (Annex I), and 19/CP.18. The United States submitted the first U.S. CAR to the UNFCCC Secretariat in 1994, and subsequent reports in 1997, 2002, 2006, and 2010. These documents set out major actions the U.S. government is taking at the federal level, highlight examples of state and local actions, and outline U.S. efforts to assist other countries in addressing climate change. Each document meets specific UN reporting requirements, resulting in overlap between the documents. This report reflects the U.S. Government commitment to the UNFCCC to communicate U.S. actions and policies addressing climate change transparently.
