This is an amendment of the Presidential declaration of a major disaster for Public Assistance Only for the State of California (FEMA-4699-DR), dated 04/03/2023. Incident: Severe Winter Storms, Straight-line Winds, Flooding, Landslides, and Mudslides. Incident Period: 02/21/2023 and continuing.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on April 11, 2023, under section 337 of the Tariff Act of 1930, as amended, on behalf of Ouster, Inc. of San Francisco, California. A supplement was filed on April 19, 2023. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain LiDAR (Light Detection and Ranging) systems and components thereof by reason of the infringement of certain claims of U.S. Patent No. 11,175,405 (``the '405 patent''); U.S. Patent No. 11,178,381 (``the '381 patent''); U.S. Patent No. 11,190,750 (``the '750 patent''); U.S. Patent No. 11,287,515 (``the '515 patent''); and U.S. Patent No. 11,422,236 (``the '236 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and a cease and desist order.

The Commission is recognizing a recently filed Postal Service document with the Commission concerning changes in rates and classifications of general applicability for Competitive products. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

We are announcing an upcoming meeting of the Advisory Committee on the Records of Congress in accordance with the Federal Advisory Committee Act. The Corporation for National and Community Service (operating as AmeriCorps) is finalizing updates to its regulations to reflect current position titles and roles, define the statutory phrase ``direct cost of supporting volunteers,'' revise provisions that no longer reflect AmeriCorps' practice, and make technical changes. The position titles must be updated because VISTA now operates through Regional Administrators, rather than State Program Directors. The statutory phrase interpretation is necessary because under its authorizing statute, AmeriCorps may not provide a non-competitive grant for the ``direct cost of supporting volunteers'' to projects less than one year old. This final rule defines the phrase to include those funds paid directly for the support of individuals serving in the VISTA program, such as living allowances, travel reimbursements, and end-of-service benefits, but not funds paid for the support of the VISTA sponsor organization. This change would make VISTA projects more accessible to organizations in underserved communities that may not have otherwise been able to secure the resources to devote a supervisor or certain administrative costs to a new project.

This notice sets forth changes in classifications of general applicability for competitive products, namely, Priority Mail Express and Priority Mail. The changes begin the ``wind-down'' period for the Loyalty Program.

The Pension Benefit Guaranty Corporation intends to request that the Office of Management and Budget (OMB) extend approval, under the Paperwork Reduction Act, of the collection of information on qualitative and quantitative feedback on PBGC's service delivery (OMB Control Number 1212-0066; expires October 31, 2023). This notice informs the public of PBGC's intent and solicits comments on the proposed information collection. This collection of information was developed as part of a Federal Government-wide effort to streamline the process for seeking feedback from the public on service delivery.

As part of its continuing effort to reduce paperwork burdens, as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal Agencies to take this opportunity to comment on the following information collection. Pursuant to the Small Business Paperwork Relief Act of 2002, the FCC seeks specific comment on how it can further reduce the information collection burden for small business concerns with fewer than 25 employees.

The U.S. Nuclear Regulatory Commission (NRC) received a license application from Rare Element Resources, Inc. which authorizes possession and use of source material associated with its Upton Pilot Project. The Upton Pilot Project includes a mined ore pile in the Black Hills National Forest in Crook County, Wyoming for the purpose of extracting rare earth element ores, and a rare earth element processing plant in Upton, Wyoming. Because the license application contains Sensitive Unclassified Non-Safeguards Information (SUNSI), an order imposes procedures to obtain access to this type of information for contention preparation.

The National Science Foundation (NSF) has submitted the following request for revision of the approved collection of research and development data in accordance with the Paperwork Reduction Act of 1995. This is the second notice for public comment; the first was published in the Federal Register and no comments were received. NSF is forwarding the proposed renewal submission to the Office of Management and Budget (OMB) for clearance simultaneously with the publication of this second notice.

This Federal Management Regulation (FMR) bulletin clarifies certain terms and concepts in part 102-83, Location of Space, to reflect current laws, executive orders (E.O.s), and Office of Management and Budget (OMB) bulletins and management procedure memoranda, thereby bringing Federal location policy into compliance with those governing authorities, particularly the E.O. on ``Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.''

The Commission hereby gives notice that it will proceed with full reviews pursuant to the Tariff Act of 1930 to determine whether revocation of the countervailing duty orders on fine denier polyester staple fiber from China and India and the antidumping duty orders on fine denier polyester staple fiber from China, India, South Korea, and Taiwan would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. A schedule for the reviews will be established and announced at a later date.
