The U.S. Nuclear Regulatory Commission (NRC) has issued License Amendment No. 189 to Combined License (COL) NPF-91. The COL amendment involved changes to Vogtle Electric Generating Plant (VEGP), Unit 3, COL appendix A, Technical Specifications. Specifically, the amendment involved changes necessary to facilitate rework of two piping supports to address elevated piping line vibration located on the ``B'' and ``D'' Automatic Depressurization System (ADS) stage 4 lines that discharge to the No. 2 steam generator compartment. Southern Nuclear Operating Company, Inc., (SNC) is licensed to construct and operate VEGP, Unit 3, located in Burke County, Georgia.

The Federal Communications Commission (FCC or Commission) proposes to adopt a new three-year plan for Telecommunications Relay Services (TRS) Fund support of internet Protocol Captioned Telephone Service (IP CTS). Based on recent data that allows more reliable assessment of the costs of fully automatic IP CTS, the Commission proposes to apply different formulas for compensating TRS providers for the provision of Communications Assistant (CA)-assisted and automatic speech recognition (ASR)-only IP CTS. The Commission proposes to continue using an average-cost methodology, subject to revised criteria for determining reasonable costs and to annual adjustments based on relevant cost factors.

On November 23, 2022, the U.S. Nuclear Regulatory Commission (NRC) published a notice requesting comments on a petition for rulemaking from Ralph O. Meyer dated August 1, 2022, docketed as PRM- 50-124. The petition requests that the NRC revise its regulations regarding the licensing safety analysis for loss-of-coolant accidents. The public comment period was originally scheduled to close on February 6, 2023. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.

On January 30, 2023, the U.S. Government Accountability Office (GAO) issued an exposure draft of proposed revisions to Government Auditing Standards (GAGAS), also known as the Yellow Book. To help ensure that the standards continue to meet the needs of the government community and the public it serves, the Comptroller General of the United States appointed the Advisory Council on Government Auditing Standards to review GAO's proposed revisions of the standards and consider other necessary changes. The advisory council includes experts from all levels of government, the private sector, and academia. This exposure draft includes the advisory council's input regarding the proposed changes. We are requesting public comments on the proposed revisions in the 2023 exposure draft. All comments received from the public will be considered a matter of public record and will be posted on the GAO website. GAO first issued the standards in 1972. The proposed changes in the exposure draft update GAGAS to reflect major developments in the accountability and audit professions and emphasize specific considerations applicable to the government environment.

In accordance with the Paperwork Reduction Act of 1995 (``PRA''), the Federal Trade Commission (``FTC'' or ``Commission'') is seeking public comment on its proposal to extend for an additional three years the Office of Management and Budget (``OMB'') clearance for information collection requirements in its Trade Regulation Rule on Disclosure Requirements and Prohibitions Concerning Franchising (``Franchise Rule'' or ``Rule''). That clearance expires on November 30, 2023.

Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

The Commission hereby gives notice that it has instituted a review pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the antidumping duty order on pure granular magnesium from China would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

The U.S. Copyright Office is issuing a supplemental interim rule relating to certain reporting and payment requirements of digital music providers and related duties of the mechanical licensing collective under the Music Modernization Act. The amendment extends a previously adopted transition period pending further rulemaking by the Office regarding reports of adjustment. Based on the imminent expiration of the existing transition period and recent public comments requesting further proceedings on the subject of adjustments, the Office has determined that there is a legitimate need to make this amendment, effective immediately.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-1412, ``Qualification of Class 1E Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Production and Utilization Facilities.'' This DG is the proposed Revision 1 of Regulatory Guide (RG) 1.210, ``Qualification of Safety-Related Battery Chargers and Inverters for Nuclear Power Plants.'' DG-1412 describes an approach that is acceptable to the NRC staff to meet regulatory requirements for the qualification of safety related or Class 1E battery chargers, inverters, and uninterruptible power supply systems for production and utilization facilities. It endorses Institute of Electrical and Electronic Engineers (IEEE) Standard (Std.) 650-2017, ``IEEE Standard for Qualification of Class 1E Static Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Nuclear Power Generating Stations.''
