TRISO-X, LLC; TRISO‐X Special Nuclear Material License
The United States Nuclear Regulatory Commission (NRC) received a license application, by letters dated April 5, 2022, and September 23, 2022, from TRISO-X, LLC to possess and use special nuclear material for the manufacture of high-assay low-enriched uranium fuel at a fuel fabrication facility, to be located in Roane County, Tennessee. TRISO- X, LLC seeks a special nuclear material license for a term of 40 years to manufacture fuel, consisting of coated uranium particles enriched to less than 20 weight percent uranium[hyphen]235 (Uranium-235) for use in advanced commercial reactors. Because the license application contains Sensitive Unclassified Non-Safeguards Information and Safeguards Information, an order imposes procedures to obtain access to this type of information for contention preparation.

Proposal for New TRS Fund Support for Internet Protocol Captioned Telephone Service
The Federal Communications Commission (FCC or Commission) proposes to adopt a new three-year plan for Telecommunications Relay Services (TRS) Fund support of internet Protocol Captioned Telephone Service (IP CTS). Based on recent data that allows more reliable assessment of the costs of fully automatic IP CTS, the Commission proposes to apply different formulas for compensating TRS providers for the provision of Communications Assistant (CA)-assisted and automatic speech recognition (ASR)-only IP CTS. The Commission proposes to continue using an average-cost methodology, subject to revised criteria for determining reasonable costs and to annual adjustments based on relevant cost factors.
Sentencing Guidelines for United States Courts
The United States Sentencing Commission is considering promulgating amendments to the sentencing guidelines, policy statements, and commentary. This notice sets forth the proposed amendments and, for each proposed amendment, a synopsis of the issues addressed by that amendment. This notice also sets forth several issues for comment, some of which are set forth together with the proposed amendments, and one of which (regarding retroactive application of proposed amendments) is set forth in the SUPPLEMENTARY INFORMATION section of this notice.
Licensing Safety Analysis for Loss-of-Coolant Accidents
On November 23, 2022, the U.S. Nuclear Regulatory Commission (NRC) published a notice requesting comments on a petition for rulemaking from Ralph O. Meyer dated August 1, 2022, docketed as PRM- 50-124. The petition requests that the NRC revise its regulations regarding the licensing safety analysis for loss-of-coolant accidents. The public comment period was originally scheduled to close on February 6, 2023. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.
Importations of Water Into and Exportations of Water From the Delaware River Basin; Discharges of Wastewater From High Volume Hydraulic Fracturing and Related Activities
The Commission is amending its Comprehensive Plan and the Delaware River Basin Water Code concerning importations of water into and exportations of water from the Delaware River Basin; its Special RegulationsHigh Volume Hydraulic Fracturing, to prohibit discharges to waters or land within the basin of wastewater from high volume hydraulic fracturing (``HVHF'') and HVHF-related activities; and its Water Quality Regulations, to facilitate the implementation in state- issued permits of the prohibition on such discharges.
Financial Management and Assurance; Government Auditing Standards
On January 30, 2023, the U.S. Government Accountability Office (GAO) issued an exposure draft of proposed revisions to Government Auditing Standards (GAGAS), also known as the Yellow Book. To help ensure that the standards continue to meet the needs of the government community and the public it serves, the Comptroller General of the United States appointed the Advisory Council on Government Auditing Standards to review GAO's proposed revisions of the standards and consider other necessary changes. The advisory council includes experts from all levels of government, the private sector, and academia. This exposure draft includes the advisory council's input regarding the proposed changes. We are requesting public comments on the proposed revisions in the 2023 exposure draft. All comments received from the public will be considered a matter of public record and will be posted on the GAO website. GAO first issued the standards in 1972. The proposed changes in the exposure draft update GAGAS to reflect major developments in the accountability and audit professions and emphasize specific considerations applicable to the government environment.

World Radiocommunication Conference Advisory Committee Schedules Its Seventh Meeting on April 11, 2023

FDIC Official Sign and Advertising Requirements, False Advertising, Misrepresentation of Insured Status, and Misuse of the FDIC's Name or Logo; Extension of Comment Period
On December 21, 2022, the FDIC published in the Federal Register a Notice of Proposed Rulemaking (NPR) seeking comment on proposed changes to the FDIC's regulations relating to the FDIC's official sign, the FDIC's official advertising statement, and misrepresentations of deposit insurance coverage. The NPR provided for a 60-day comment period, which would have closed on February 21, 2023. The FDIC is extending the comment period until April 7, 2023, to allow interested parties additional time to analyze the proposal and prepare comments.
Qualification of Class 1E Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Production and Utilization Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-1412, ``Qualification of Class 1E Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Production and Utilization Facilities.'' This DG is the proposed Revision 1 of Regulatory Guide (RG) 1.210, ``Qualification of Safety-Related Battery Chargers and Inverters for Nuclear Power Plants.'' DG-1412 describes an approach that is acceptable to the NRC staff to meet regulatory requirements for the qualification of safety related or Class 1E battery chargers, inverters, and uninterruptible power supply systems for production and utilization facilities. It endorses Institute of Electrical and Electronic Engineers (IEEE) Standard (Std.) 650-2017, ``IEEE Standard for Qualification of Class 1E Static Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Nuclear Power Generating Stations.''
