The U.S. Nuclear Regulatory Commission (NRC) has recently submitted to OMB for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The NRC published a Federal Register notice with a 60-day comment period on this information collection on May 7, 2014. 1. Type of submission, new, revision, or extension: Extension. 2. The title of the information collection: 10 CFR Part 61, Licensing Requirements for Land Disposal of Radioactive Waste. 3. Current OMB approval number: 3150-0135. 4. The form number if applicable: Not applicable. 5. How often the collection is required: Applications for licenses are submitted as needed. Other reports are submitted annually and as other events require. 6. Who will be required or asked to report: Applicants for and holders of an NRC license (to include Agreement State licensees) for land disposal of low-level radioactive waste; and all generators, collectors, and processors of low-level waste intended for disposal at a low-level waste facility. 7. Abstract: Part 61 of Title 10 of the Code of Federal Regulations (10 CFR), establishes the procedures, criteria, and license terms and conditions for the land disposal of low-level radioactive waste. The reporting and recordkeeping requirements are mandatory and, in the case of application submittals, are required to obtain a benefit. The information collected in the applications, reports, and records is evaluated by the NRC to ensure that the licensee's or applicant's disposal facility, equipment, organization, training, experience, procedures, and plans provide an adequate level of protection of public health and safety, common defense and security, and the environment. The public may examine and have copied for a fee publicly-available documents, including the final supporting statement, at the NRC's Public Document Room, Room O-1F21, One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852. Regulatory Capital Rules: Advanced Approaches Risk-Based Capital Rule, Revisions to the Definition of Eligible Guarantee

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System (Board), and the Federal Deposit Insurance Corporation (FDIC) (collectively, the agencies) are adopting a final rule that revises the definition of eligible guarantee in the agencies' advanced approaches risk-based capital rule, adopted in the agencies' July 2013 regulatory capital rule (2013 capital rule). The final rule removes the requirement that an eligible guarantee be made by an eligible guarantor for purposes of calculating the risk- weighted assets of an exposure (other than a securitization exposure) under the advanced approaches risk-based capital rule as incorporated into the 2013 capital rule (advanced approaches). The change to the definition of eligible guarantee applies to all banks, savings associations, bank holding companies, and savings and loan holding companies that are subject to the advanced approaches.

In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the Consumer Product Safety Commission (Commission or CPSC) announces that the Commission has submitted to the Office of Management and Budget (OMB), a request for extension of approval of a collection of information associated with the CPSC's Safety Standard for Bicycle Helmets (OMB No. 3041-0127). In the Federal Register of May 8, 2014 (78 FR 26416), the CPSC published a notice to announce the agency's intention to seek extension of approval of the collection of information. The Commission received one comment. The commenter supported the record keeping requirements for ensuring the safety of bicycle helmets. The commenter also stated that two revisions to the test method (impact ceiling and positional stability) should be made to the standard. The request to revise the test method of the standard is outside the scope of the proposed renewal request. The renewal request sought comments on the burden hours associated with recordkeeping requirements in the safety standard. However, the comment has been forwarded to the CPSC's Office of Hazard Identification and Reduction. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to the OMB a request for extension of approval of that collection of information, without change.

In this document, the Wireless Telecommunications Bureau (Bureau) addresses a petition filed by Blanca Telephone Company (Blanca), seeking reconsideration of the Commission's decision to reject a uniform time limit or ``shot clock'' on all data roaming negotiations. The Bureau finds that Blanca presents no material error or omission in the Commission's Data Roaming Order, or any additional new facts warranting reconsideration. In the Data Roaming Order, the Commission's decision to reject a single time limit for all negotiations but to consider requests for time limits on a case-by-case basis provides appropriate flexibility in negotiations that will involve a wide range of evolving technologies and commercial contexts, while allowing parties to seek Commission intervention if a negotiating partner unduly delays a particular negotiation.

The Commodity Futures Trading Commission (``Commission'') has issued an Amended and Restated Order to extend the Commission's designation of the Depository Trust and Clearing Corporation (``DTCC'') and Society for Worldwide Interbank Financial Telecommunication (``SWIFT'') joint venture (``DTCC-SWIFT'') as the provider of legal entity identifiers, or ``LEIs,'' pursuant to the Commodity Exchange Act and the Commission's regulations. DTCC-SWIFT's designation was made by Commission order issued on July 23, 2012. The designation was made for a term of two years. The Amended and Restated Order amends the Commission's order of July 23, 2012, as previously amended on June 7, 2013, to extend DTCC-SWIFT's designation for an additional one year, while the terms of transition to a fully operational global LEI system are finalized and implemented. Consistent with the terms of the Commission's order of July 23, 2012, as amended on June 7, 2013, the Amended and Restated Order permits registered entities and swap counterparties subject to the Commission's jurisdiction to comply with the specified legal entity identifier requirements of the Commission's regulations by using identifiers issued by DTCC-SWIFT, or any other pre-Local Operating Unit (``pre-LOU'') that has been endorsed by the Regulatory Oversight Committee of the global LEI system as being globally acceptable and as issuing globally acceptable legal entity identifiers.

The Federal Trade Commission (``FTC'') announces an open source prize competition that challenges the public to create and improve an innovative robocall honeypot. A honeypot is an information system that is designed to attract perpetrators of illegal actsin this case robocallersand gain knowledge about their tactics. The Contest will be held at DEF CON 22, a conference of information security specialists, in Las Vegas, Nevada, from August 7-10, 2014. The Contest will occur in 3 independent phases, with Winner(s) chosen from each phase. Phase 1, ``Creator,'' involves building a robocall honeypot. Phase 2, ``Attacker,'' requires Contestants to identify a honeypot's security vulnerabilities. Phase 3, ``Detective,'' involves analysis of data from an existing robocall honeypot.
