The Nuclear Regulatory Commission (NRC) is announcing the availability of and is seeking comments on NUREG-1855, ``Guidance on the Treatment of Uncertainties Associated with PRAs in Risk-Informed Decision Making, Draft Report for Comment.''
Welded Stainless Steel Pressure Pipe From China
The Commission hereby gives notice of the institution of an investigation and commencement of preliminary phase countervailing duty investigation No. 701-TA-454 (Preliminary) and antidumping duty investigation No. 731-TA-1144 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China of welded stainless steel pressure pipe, provided for in subheadings 7306.40.50 and 7306.40.10 of the Harmonized Tariff Schedule of the United States, that are alleged to be subsidized by the Government of China, and sold in the United States at less than fair value. Unless the Department of Commerce extends the time for initiation pursuant to sections 702(c)(1)(B) or 732(c)(1)(B) of the Act (19 U.S.C. 1671a(c)(1)(B) or 1673a(c)(1)(B)), the Commission must reach a preliminary determination in these investigations in 45 days, or in this case by March 17, 2008. The Commission's views are due at Commerce within five business days thereafter, or by March 24, 2008. Circular Welded Carbon-Quality Steel Pipe From China
The Commission hereby gives notice of the scheduling of the final phase of countervailing duty investigation No. 701-TA-447 (Final) under section 705(b) of the Tariff Act of 1930 (19 U.S.C. 1671d(b)) (the Act) and the final phase of antidumping investigation No. 731-TA- 1116 (Final) under section 735(b) of the Act (19 U.S.C. 1673d(b)) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of subsidized and less-than-fair-value imports from China of circular welded carbon-quality steel pipe, provided for in subheadings 7306.30.10, 7306.30.50, 7306.50.10, 7306.50.50, 7306.19.10, and 7306.19.51 of the Harmonized Tariff Schedule of the United States.\1\

The Commission hereby gives notice of the scheduling of the final phase countervailing duty investigation No. 701-TA-449 (Final) under section 705(b) of the Tariff Act of 1930 (19 U.S.C. 1671d(b)) (the Act) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China of light-walled rectangular pipe and tube, currently provided for in subheading 7306.61.50 of the Harmonized Tariff Schedule of the United States,\1\ that are alleged to be subsidized by the Government of the People's Republic of China. The Commission also hereby gives notice of the scheduling of the final phase antidumping investigation Nos. 731-TA-1118-1121 (Final) under section 735(b) of the Act (19 U.S.C. 1673d(b)) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China, Korea, Mexico, and Turkey of light-walled rectangular pipe and tube, currently provided for in subheading 7306.61.50 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value. Vornado Liquidating Trust for and on Behalf of Vornado Air Circulation Systems, Inc., a Trust, Provisional Acceptance of a Settlement Agreement and Order
It is the policy of the Commission to publish settlements which is provisionally accepts under the Consumer Product Safety Act in the Federal Register in accordance with the terms of 16 CFR 1118.20(e0). Published below is a provisionally-accepted Settlement Agreement with Vornado Liquidating Trust for and on behalf of Vornado Air Circulation Systems, Inc., a Trust, containing a civil penalty of $500,000.
