Certain Lightweight Thermal Paper From China, Germany, and Korea
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigations No. 701-TA-451 and 731-TA-1126-1128 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China, Germany, and Korea of certain lightweight thermal paper,\1\ provided for in subheadings 4811.90.8040 and 4811.90.9090 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and subsidized by the Government of China. Unless the Department of Commerce extends the time for initiation pursuant to section 702(c)(1)(B) or 732(c)(1)(B) of the Act (19 U.S.C. 1671a(c)(1)(B) or 1673a(c)(1)(B)), the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by November 5, 2007. The Commission's views are due at Commerce within five business days thereafter, or by November 13, 2007.
Extensions of Credit by Federal Reserve Banks
The Board of Governors of the Federal Reserve System (Board) has adopted final amendments to its Regulation A to reflect the Board's approval of a decrease in the primary credit rate at each Federal Reserve Bank. The secondary credit rate at each Reserve Bank automatically decreased by formula as a result of the Board's primary credit rate action.

Improving Public Safety Communications in the 800 MHz Band, et al.
The Federal Communications Commission published in the Federal Register of July 20, 2007 (72 FR 39756), a summary of the Commission's Second Memorandum Opinion and Order resolving various petitions for reconsideration in the 800 MHz rebanding proceeding, WT Docket 02-55. The summary contained inconsistent language concerning the deadline for the submission of the proposed Puerto Rico band plan that the 800 MHz Transition Administrator must file with the Commission. This document corrects that inconsistency.

Submission for OMB Review; Comment Request for a New Information Collection: OPM Form 1655 and OPM Form 1655-A
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for a new information collection. OPM 1655, Application for Senior Administrative Law Judge, and OPM 1655-A, Geographic Preference Statement for Senior Administrative Law Judge Applicant, are used by retired Administrative Law Judges seeking reemployment on a temporary and intermittent basis to complete hearings of one or more specified case(s) in accordance with the Administrative Procedures Act of 1946. Approximately 150 OPM 1655s will be processed annually. Each form takes approximately 30-45 minutes to complete. The annual estimated burden is 94 hours. Approximately 200 OPM 1655-As will be processed annually. Each form takes approximately 5-25 minutes to complete. The annual estimated burden is 67 hours. OPM received one comment and took no action because the comment was not relevant to the proposed information collection under 5 CFR 1320.8(d)(1). Determination under the Textile and Apparel Commercial Availability Provision of the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR Agreement)
The Committee for the Implementation of Textile Agreements (CITA) has determined that certain two-way stretch woven fabric of polyester, rayon, and elastomeric yarns, as specified below, are not available in commercial quantities in a timely manner in the CAFTA-DR countries. The product will be added to the list in Annex 3.25 of the CAFTA-DR Agreement in unrestricted quantities.

Title IV Conservators, Receivers, and Voluntary Liquidations; Priority of Claims-Joint and Several Liability
The Farm Credit Administration (FCA, Agency, we), issues this final rule amending the priority of claims regulations to provide priority of claims rights to Farm Credit System (System, FCS, Farm Credit) banks if they make payments under a reallocation agreement to holders of consolidated and System-wide obligations on behalf of a defaulting System bank. The final rule also clarifies that payments to a class of claims will be on a pro rata basis.
Title IV Conservators, Receivers, and Voluntary Liquidations; Priority of Claims-Subordinated Debt
The Farm Credit Administration (FCA, Agency, we), issues a direct final rule amending its priority of claims regulations. The effect of the amendments is to provide that, when the assets of a Farm Credit System (FCS or System) institution in liquidation are distributed, the claims of holders of subordinated debt will be paid after all general creditor claims.
Noncommercial Educational Broadcasting Statutory License
The Copyright Royalty Judges are publishing for comment certain royalty rates for use of a musical work in a Public Broadcasting Service-distributed program pursuant to the noncommercial educational broadcasting statutory license contained in the Copyright Act. The rates published herein correct an error in the rates published for comment in the Federal Register on April 17, 2007.
