(a) If a student is to receive a diploma from the school, the student shall demonstrate the student performance standards within the common cores of knowledge and skills at the levels set by the school.
(b) Schools shall maintain progress records on the performance of each student and supply them, upon request, to other schools in which the student may enroll. Such progress records may be used to help the student qualify for graduation.
