Section 6-1 - Special Services Derricks (SSD)

(a) Each SSD shall display the name of manufacturer, safe load capacity, wind load capacity of miles per hour and capacity rating of the derrick or mast. This requirement is effective no later than 180 days after the effective date of these rules and regulations.
(b) No SSD shall be subjected to a compression load greater than the safe load limit shown on the manufacturer's plate.
(c) SSD shall be set up and guyed according to the manufacturer's recommendations and chocked or otherwise immobilized.
(d) SSD shall be equipped with guards which shall prevent the rigup lines from being displaced from the sheaves during operations or when being raised to, or lowered from, the operating position.
(e) A visual inspection of the SSD shall be made by a qualified person before the SSD is raised or lowered.
(f) A qualified and authorized person shall be in charge of raising or lowering an SSD.
(g) Before any SSD is raised or lowered, all tools and material not secured to the derrick or mast shall be removed from the derrick or mast.
(h) No employee shall be allowed in the SSD when it is being raised or lowered.
(i) Each SSD platform shall be constructed, maintained and secured to the SSD to withstand the weight of the employees or other stresses which may normally be placed on it.
(j) If used, platforms shall be attached to the SSD in such a manner as to keep them from falling if jarred loose or broken.
(k) Unattached tools or material of any kind shall not be kept in the SSD above the SSD floor unless there is occasion for their immediate use.
(l) SSD shall be equipped with locking devices with sufficient strength to prevent the SSD from bending at the hinge point. The locking device shall be approved by the rig manufacturer. The SSD shall be locked as soon as the mast is in position and remain locked until the mast is to be lowered.
(m) No employee shall be in the SSD when working or jarring tools.
(n) An SSD shall not be moved from one location to another or driven on roads with the mast in a vertical or semi-vertical position.
(o) A dead-line anchor for a rig up line, if used, shall be so constructed, installed and maintained that its strength shall be at least equal to the working strength of the rig up line.
(p) Every rig up line used in special services operations shall have a minimum safety factor of three (3), determined as follows:
Safety Factor = B (Nominal breaking point of the line in pounds x No. of lines)/ W (Calculated total static loads in pounds)
(q) All rig up lines shall be visually inspected by competent person of the SSD daily when in use, and shall be thoroughly inspected at least every six (6) months, with a record made of each six (6) month's inspection which will indicate any defects noted. Exception: this requirement does not apply to conductor wirelines. Any deterioration noted as a result of the inspection shall be recorded and determination made as to whether the rig up line should be replaced. When the rig up line is replaced, it shall be recorded on the inspection report. Any rig up line shall be removed from service when any of the following conditions exist:
(r) The rig up line manufacturer's recommendations shall be used.
(s) On any drum on which a rig up line is wound, the end of the rig up line shall be fastened securely to the drum.
(t) When the rig up line is fully extended, there shall be at least three (3) wraps on the drum.
(u) Every overhead sheave or pulley shall be fastened securely to its support.
(v) Cable clamps shall be installed according to Table 5-1.
(w) The practice of placing bolts or nails between two (2) links to shorten materials handling chains is prohibited.
(x) Splicing or repairing broken materials handling chains shall be accomplished by the use of repair devices approved by the chain manufacturer. The use of welding, brazing, bolts, wire, nails and other such methods or devices is prohibited.
(y) Materials handling chains shall be suitable for the type of service.
(z) Any materials handling chain shall be discarded or repaired if it has been stretched to the point where links bind, kink, lock or it has been broken.
(aa) Any fiber ropes cut, frayed (through one or more lays) or that might have been in contact with caustic acid, or other chemical that might weaken them, shall be taken out of service immediately.
