Section 1-1 - Authority, Purpose and Scope

(a) The Occupational Health and Safety Commission is empowered by Section 27-11-105, Wyoming Statutes, to devise, formulate, adopt, amend and repeal rules and regulations governing the health and safety of employees and employers covered by the Occupational Health and Safety Act.

(b) The purpose of these rules and regulations is to provide standards and rules and regulations to safeguard the life, limb and health of employees and employers in the oil and gas well special services industry.

(c) It is also the purpose of these rules and regulations to provide the minimum requirements for compliance by each place of employment in the oil and gas well special services industry.

(d) The scope of these rules and regulations is the application to all employers and employees in the special serviced industry, as well as to employers and employees not within that industry that, by the nature of an interaction with the special services industry, would be subject to the same exposures and to the same rules and regulations.
