Chapter 13 - BEHAVIORAL HEALTH SERVICES
Section 13-2 - Purpose and Applicability

(a) The Department adopts this Chapter to establish the scope of behavioral health services, such as mental health and substance use treatment services, covered by Medicaid provided by community mental health centers, substance abuse treatment centers, and specific certified and licensed providers, including the payment and submission of claims by providers of such services.

(b) This Chapter applies to all clients and providers for all furnished Medicaid behavioral health services.

(c) The Department may issue manuals and bulletins to interpret this Chapter. Such manuals and bulletins shall be consistent with and reflect the rules contained in this Chapter. The provisions contained in manuals or bulletins shall be subordinate to this Chapter.
